About the Role

This position supports the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Human Resources Operations Center (HROC). As a Junior Human Resource Specialist, you will apply HR skills to assist managers, program staff, and customers on a wide range of HR topics, including staffing, classification, processing, benefits, recruitment, compensation, SES programs, work-life programs, policy, and employee and labor relations.

Responsibilities

  • Process personnel and payroll actions, key payroll documents, and leave audits.
  • Create vacancy, retirement, and payroll folders.
  • Research waiver and hearing requests.
  • Scan documents into various personnel record systems.
  • Assist with drafting Standard Operating Procedures (SOPs).
  • Process personal liability insurance reimbursement claims.
  • Initiate tentative selection notifications, notice of results, or disposition letters.
  • Research and compile information on federal HR topics.
  • Respond to and provide general HR guidance to applicants and staff; maintain employee files.
  • Provide administrative support to managers and program staff, including:
    • Manage and coordinate calendars.
    • Screen phone calls and assist visitors.
    • Make travel arrangements.
    • Coordinate conference/meeting arrangements.
    • Prepare agendas, correspondence, and spreadsheets.
    • Open and route incoming mail.
    • Create, file, and maintain files in accordance with agency guidelines.
    • Monitor office supply inventories.
    • Upload documents to SharePoint.
  • Process complex cases involving pay, leave, time and attendance administration, waivers, and Federal Erroneous Retirement Coverage Correction Act (FERCCA) cases for agency employees.
  • Conduct desk audits, review management requests for position management and classification actions, and prepare evaluation reports.
  • Assist in developing guidance and training materials for managers and employees.
  • Resolve pay-setting errors and discrepancies.
  • Provide advice on base pay, overtime, or leave entitlements.
