Responsibilities

  • Maintain and update the ONR Global N1 Staffing Plan to ensure accurate personnel profiles and lifecycle tracking (check-ins, extensions, check-outs) within 48 hours of notification.
  • Ensure onboarding and offboarding processes are administratively correct, including processing PCS move documents, visa/passport paperwork, and travel documentation.
  • Track and notify ONR Global leadership of expiring SYSTEM AUTHORIZATION ACCESS REQUEST NAVY (SAAR-N) forms 60 days in advance.
  • Collaborate with the Knowledge Specialist to revise and obtain approval for structural changes to the N1 Staffing Plan’s architecture and functionality.
  • Coordinate with the Senior Administrative HR Specialist to capture personnel transition actions and notify stakeholders within 24 hours.
  • Support personnel recruiting, selection, onboarding logistics, briefing preparation, and conference/meeting planning (including video-teleconference arrangements).
  • Track training completion at ONR Global-sponsored events (e.g., Global Team Meeting), maintain attendance rosters, and establish digital storage for training records.
  • Perform non-inherently governmental HR administrative actions as part of employee transitions into and out of the Command.

Qualifications

  • Minimum Qualifications: Bachelor’s Degree from an accredited college or university and 5+ years of experience in Human Resource Management, or 10+ years of HR Management experience.
  • Demonstrated proficiency in U.S. Navy personnel administration, including: Managing customer HR requirements, Supporting recruiting and onboarding logistics, Preparing briefings and planning conferences/meetings, Supporting the resolution of administrative, logistical, and financial HR issues.

Skills & Abilities

  • Experience in U.S. Navy Human Resource Development, including training support, performance monitoring, and professional development.

About the Role

The Specialist will perform personnel administrative actions to ensure the consistent and compliant transition of all ONR Global personnel—including Science & Technology (S&T) and Mission Support staff—into and out of domestic and international office locations. The primary focus of this position is to ensure the Command’s authoritative personnel data source, the N1 Staffing Plan, accurately represents the workforce posture and enables the timely prioritization of HR actions. The Administrative HR Specialist – Junior will accept technical tasking and prioritization from the ONR Global Personnel Officer/N1 Department Head, acting as the Technical Point of Contact (TPoC) for this position.
