About the Role

Serves as Operations Project Manager with responsibility for the overall management, coordination, and direction of two large, multi-purpose hydropower projects. Directs a complex, multi-tiered organization through a network of subordinate supervisors, exercising full second-level supervisory and managerial authorities, including budget determinations and spending control.

Responsibilities

• Represents the District's senior leadership on regional and national working groups to shape U.S. Army Corps of Engineers (USACE) operational policy and develop USACE-wide initiatives.
• Ensures dam safety assurance for a major water retention structure, including executing the dam surveillance program, the project Emergency Action Plan, and downstream public notification in the event of an uncontrolled water release.
• Acts as an authoritative representative on watershed management policies, making binding commitments during public meetings, media interviews, and interactions with congressional delegations.
• Supervises and directs GS-12 or higher-level work performed by a subordinate staff of professionals and specialists (e.g., engineers, natural resource management specialists), spending upwards of 50% of time on technical and controversial issues.
• Performs supervisory duties including evaluating employee work, assigning tasks, identifying training needs, and addressing grievances.
• Manages operations and maintenance activities in a multi-functional organization such as navigation (locks & dams), hydroelectric plants, recreation, flood risk management, or environmental stewardship.
• Manages budget development for business lines, including budget estimates, execution, and scheduling funds.

Requirements

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. A one-year supervisory probationary period may be required if not previously completed.

Basic Education Requirements:

• Biological Science:
  • A. Degree: Bachelor's degree (or higher) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
  • B. Combination of Education and Experience: Courses equivalent to a major, plus appropriate experience or additional education.
• Forestry:
  • A. Degree: Bachelor's degree (or higher) in forestry or a related subject-matter field that included at least 30 semester hours in biological, physical, or mathematical sciences or engineering, with at least 24 semester hours in forestry. The curriculum must include:
    • Management of Renewable Resources
    • Forest Biology
    • Forest Resource Measurements and Inventory
  • B. Combination of Education and Experience: Courses equivalent to a major in forestry or at least 30 semester hours in biological, physical, or mathematical sciences or engineering, with at least 24 semester hours in forestry, plus appropriate experience or additional education.
• Wildlife Biology:
  • A. Degree: Bachelor's degree (or higher) in biological science that included:
    • At least 9 semester hours in wildlife subjects (e.g., mammalogy, ornithology, animal ecology, wildlife management).
    • At least 12 semester hours in zoology (e.g., general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology).
    • At least 9 semester hours in botany or related plant sciences.
  • B. Combination of Education and Experience: Equivalent to a major in biological science (at least 30 semester hours), with the specified coursework in wildlife subjects, zoology, and botany, plus appropriate experience or additional education.

Specialized Experience (GS-14): One year of specialized experience equivalent to the GS-13 grade level in the Federal Service performing at least 2 of the following duties:

• Supervisory duties including evaluating employee work, assigning tasks, identifying training needs, and addressing grievances.
• Managing operations and maintenance activities in a multi-functional organization (e.g., navigation, hydroelectric plants, recreation, flood risk management, or environmental stewardship).
• Managing budget development, execution, or scheduling funds.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
