Responsibilities

• Serve as the Architect-Engineering (A-E) Services Coordinator and Quality Manager covering projects within the Division.
• Provide technical and administrative management for Architect-Engineer (A-E) contracts and requirements for Civil Works and Military Projects.
• Provide technical management and communication to A-E Contractors in accordance with PDT guidance and direction.
• Coordinate quality assurance (QA) of A-E prepared products and ensure project deliverables align with requirements.
• Participate in development of contract acquisition and provide technical input and oversight of A-E contracts.
• Establish new project development processes to execute sound Quality Control and Quality Assurance for both internal projects and A-E designs.
• Serve as the Team Lead and Private Sector Contracting (PSC) program coordinator for all Architect-Engineer (A-E) contracts by administering the program and serving as the focal point.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
• Must be able to obtain and maintain a Contracting Officer Representative (COR) certification within 1 year of start date.
• Occasional Business Travel/Temporary Duty (TDY) of up to 10% annually.
• Situational telework only, including emergency and OPM prescribed "unscheduled telework." This is NOT a remote telework position. Duty station: Memphis, TN.
• Must be a U.S. Citizen.
• Registration as a Professional Engineer (PE) is required (must be current and in good standing in any state, Guam, Puerto Rico, or the District of Columbia). Must be attached to application.

Qualifications

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Minimum Education Requirement for Lead Civil/Mechanical/Electrical Engineer:

• Degree: Bachelor’s degree (or higher) in engineering. The program must:
  • Lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • statics, dynamics;
    • strength of materials (stress-strain relationships);
    • fluid mechanics, hydraulics;
    • thermodynamics;
    • electrical fields and circuits;
    • nature and properties of materials (relating particle and aggregate structure to properties); and
    • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  The adequacy of such background must be demonstrated by one of the following:
  1. Professional registration or licensure – Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  2. Written Test – Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration.
  3. Specified academic courses – Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified above.
  4. Related curriculum – Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience:

One year of specialized experience which includes:

• Serving as an adviser and consultant on Architect-Engineer (A-E) Contracting matters associated with the design, construction, and operations and maintenance of military and civil works projects;
• Preparing and guiding A-E contract preparation, including negotiation; and
• Directing teams and/or leading meetings.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). No substitution of education for experience is permitted for this position.
