About the role
This position involves performing contract administration duties for construction contracts, including reviewing proposals, preparing findings of fact, and ensuring compliance with contract provisions and statutory requirements.
Responsibilities
- Make thorough study of contracts, plans, and specifications.
- Recommend changes to facilitate or improve facilities, providing justification for recommendations.
- Initiate contract modifications as required.
- Review and analyze proposals submitted by contractors for field changes to contract plans and specifications.
- Prepare draft of findings of fact on which modifications may be based.
- Maintain close contact with contractor's representatives to plan quality assurance activities.
- Visit work sites, including high-voltage areas, to verify work is being carried out according to specifications.
- Ensure compliance with contract provisions and statutory requirements.
- Expedite the preparation of factual data for submission of as-built drawings.
- Review plans and specifications and plan-in-hand reviews prior to bid openings for omissions, discrepancies, etc., and prepare recommendations for necessary revisions.
Requirements
- Conditions of Employment: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Qualifications: US Citizens. Must meet the education and/or experience requirements described below.
Skills
- Knowledge of construction phases, planning, scheduling, coordinating, and inspecting.
- Experience in contract administration, including negotiation, cost estimating, and developing scope of work statements for contract modifications.
- Ability to review and analyze proposals and plans for compliance and feasibility.
- Proficiency in maintaining quality assurance activities and ensuring compliance with regulations.
