INFORMATION TECHNOLOGY OFFICER (GRADE F9)

About the role

This position requires experience in implementing, integrating, developing, and delivering complex systems, sub-systems, or interfaces during the development life cycle and post-development maintenance. The candidate must be familiar with object-oriented programming methods and languages, systems software specification lifecycle, modern web development technologies, and cloud-based deployment practices.

Responsibilities

• Prepare technical and business documentation and ensure all project documents/codes are effectively managed.
• Participate in software architecture analysis and design.
• Design and develop web-based applications according to technical and functional specifications.
• Perform code reviews and troubleshooting/debugging.
• Use programming, scripting, and/or database languages to write code optimizing software performance.
• Implement a code-reusable approach in providing solutions.
• Adhere to coding standards, secure coding, code reviews, source control management, build processes, testing, and operations.
• Perform web application tuning for performance, security, and reliability.
• Build front-end applications with a user-friendly UI and actively engage with end-users for efficient, effective, and great UX.
• Proactively engage with colleagues and peers (teamwork).
• Conduct technical risk assessment and estimation, incorporating principles of COBIT and IT governance frameworks.
• Implement IT governance best practices throughout the software development lifecycle to ensure alignment with organizational objectives, compliance with regulatory requirements, and effective risk management.
• Collaborate with stakeholders to identify, prioritize, and mitigate IT-related risks, ensuring the confidentiality, integrity, and availability of information assets.
• Implement and enforce IT policies, procedures, and controls to maintain the security and integrity of systems, data, and processes.
• Stay updated with industry trends, regulations, and standards related to IT governance, and incorporate relevant practices into project planning and execution.

Requirements

• Bachelor’s Degree in Computer Science / Information Technology recognized by the government from any local institutions of higher learning or equivalent qualification.
• Malaysian citizenship required.

Qualifications

• Credits in Bahasa Malaysia and English language (including oral examination) at Sijil Pelajaran Malaysia (SPM) level or equivalent qualification recognized by the Government (for Malaysian citizens).
• Proficiency in English and Bahasa Malaysia, both verbal and written.
• Good interpersonal skills and meticulous personality.
• Adaptive, innovative, independent, self-motivated, and possessing good problem-solving skills.
• High level of integrity.
• Ability to work in a team, committed, and dedicated to work.

Skills

• Knowledge of database design, data integration, and database migration practices. Hands-on experience in PostgreSQL and MySQL/MariaDB is required, with Oracle Database (PL/SQL) knowledge an added advantage.
• Experience in web application development and system integration.
• Proficient with PHP and modern PHP frameworks such as Laravel, HTML5, CSS3, modern JavaScript (ES6+), and at least one modern front-end framework (React, Vue.js, or similar). Working knowledge of Python is an added advantage.
• Experience or knowledge in front-end web applications integration with back-end services via AJAX/JSON/REST.
• Proficient with Git version control and collaboration platforms such as GitHub or GitLab, including branching strategies and CI/CD pipelines.
• Knowledge of content management systems (e.g., WordPress) and experience integrating systems via RESTful APIs or microservices architecture.
• Familiarity with cloud computing platforms (e.g., AWS, Microsoft Azure, or Google Cloud) and containerization technologies such as Docker.
• Familiarity with standard software development methodologies such as agile or waterfall models.
• Knowledge of multiple operating systems and server environments, i.e., Windows Server and Linux, including basic system administration, would be an added advantage.
• Working knowledge of secure coding practices and common web application vulnerabilities (e.g., OWASP Top 10), including experience in basic vulnerability remediation.
• Demonstrated understanding of IT resources management and IT governance framework and principles.

Pay

Basic salary between RM2,580.00 – RM2,805 (based on experience).
