About the role

The City of Claremont is seeking an Information Technology Officer to lead the Technology Division and drive strategic technology initiatives for the city. This position will provide strategic leadership in information technology and digital transformation, build strong relationships and communicate effectively with staff, Councilmembers, Commissioners, and community stakeholders, lead, mentor, and develop high-performing, collaborative teams, bring expertise in IT infrastructure, cybersecurity, enterprise systems, and technology planning, demonstrate strong skills in budgeting, project management, and delivering technology initiatives, be highly organized, with the ability to manage multiple projects, meet deadlines, and prepare clear, concise reports, exhibit the highest standards of honesty, integrity, and professionalism while fostering trust and collaboration across the organization, balance innovation with practicality by implementing technology solutions that align with the City's resources, operational needs, and organizational culture.

Responsibilities

  • Direct the daily operations of the Technology Division, including staff supervision, customer support, and budget administration.
  • Manage and support enterprise hardware, software, Windows networking, and Microsoft 365/Azure environments.
  • Plan, procure, implement, and maintain information technology systems and infrastructure.
  • Develop and implement IT strategic plans, policies, goals, and operational objectives aligned with City priorities.
  • Lead technology modernization projects, including virtualization, cloud migration, network enhancements, and backup and disaster recovery solutions.
  • Conduct systems analysis, application support, and occasional software development and programming activities.
  • Prepare technical reports, recommendations, and presentations for executive leadership and elected and appointed officials.
  • Build collaborative relationships with departments, vendors, and stakeholders to deliver innovative, secure, and reliable technology services.
  • Work on short-term projects such as completing the Finance/ERM system upgrade, badge access system updates and enhancements, land management software implementation, and new phone system deployment.
  • Work on long-term projects such as implementing a compliant backup solution, developing IT policies and strategic planning, and cloud migration of public and private file shares.

Requirements

  • Experience: Six years of progressively responsible experience in all phases of business data processing, including systems analysis, programming, computer operations, communications, and distributive processing. Three of these years will include supervisory experience in support of an enterprise level wide area network.
  • Education: Bachelor’s Degree from an accredited college or university in computer science, information systems management, or a closely related field.
  • Licenses/Certificates: A valid California driver’s license and good driving record are required.
  • Experience: Information technology experience in a public sector setting. Experience working with law enforcement related technology is preferred.

Qualifications

  • Experience: At least six years of progressively responsible experience in all phases of business data processing, including systems analysis, programming, computer operations, communications, and distributive processing.
  • Education: A Bachelor’s Degree from an accredited college or university in computer science, information systems management, or a closely related field.
  • Licenses/Certificates: A valid California Class C Drivers' License and good driving record.
  • Experience: Information technology experience in a public sector setting. Experience working with law enforcement related technology is preferred.

Schedule

Work hours are generally Monday through Thursday (38-hour work week) between 7:00 a.m. and 5:30 p.m. The Information Technology Officer will attend City Council meetings in the evenings and other evening/weekend meetings or special events as required.
