The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws.

About the role

Positions in this level perform vocational and paraprofessional human resources work in the performance of human resources transactions in one or more areas of human resources, and in the provision of information and advice to employees and the public. Duties are transactional in nature and involve work in multiple disciplines of HR, such as recruitment, employment, compensation & classification, employee relations, and benefits.

This position provides relevant human resources customer service to employees and the general public, processes HR transactions, verifies and maintains standard HR documents, and prepares relevant HR documentation. The role also gathers information for review and analysis related to HR transactions.

Responsibilities

  • Participate in hiring events in the Judicial Division I area
  • Track and coordinate the placement of staff using electronic methods
  • Post, screen, and close out job postings when positions are filled
  • Create interview and hiring packages
  • Determine hiring rates within established salary guidelines and document salary justifications
  • Manage onboarding processes
  • Act as Health Benefits Representative (HBR)
  • Utilize HR systems (Workday, ATS, Fiori) and Microsoft Office Suite
  • Conduct background checks
  • Aid staff in compliance with federal and state agency guidelines, including:
    • Health insurance and other insurance programs unique to DAC
    • NC Flex programs
    • Short-term and long-term disability, retirement programs
    • Determination of eligibility for all types of leave (FML, Leave Without Pay, Voluntary Shared Leave, Community Service, Paid Parental Leave, Military Leave, etc.)
    • Workers' Compensation and ADA compliance
  • Interact with administrative staff and managers in Judicial District offices as the first point of contact for employee inquiries, time administration, and/or payroll questions

This is a full-time position (40 hours per week) and does not involve interaction with offenders.

Requirements

  • Documented experience using Microsoft Office: Outlook, Excel, Word
  • Documented experience using an Applicant Tracking System
  • Documented experience maintaining files and/or record keeping
  • Documented experience generating reports and/or interpreting data
  • Documented experience using Workday for recruitment functions

Qualifications

  • Associate’s degree, typically in Human Resources from an appropriately accredited institution or relevant field (no years of experience required); or
  • High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources
