Human Resources Specialist Trainee 1
About the role
This position acts as a human resources liaison assigned to program areas and youth facilities to facilitate staffing and recruitment. The incumbent works within Civil Service rules and regulations to obtain qualified candidates for assigned areas and coordinates start dates for selected candidates. Responsibilities include creating job postings, reviewing resumes, and processing hiring packets. The role also handles employee separations, attends facility hiring events, manages employee statuses, and tracks employee probations and traineeships. Overnight travel is required every 1–2 months.
Responsibilities
- Act as an HR liaison for assigned program areas and youth facilities to support staffing and recruitment efforts.
- Develop job postings, review resumes, and process hiring packets in accordance with Civil Service rules and regulations.
- Coordinate start dates for selected candidates with assigned program areas.
- Process employee separations and manage employee status updates.
- Attend facility hiring events.
- Track employee probations and traineeships.
- Perform overnight travel every 1–2 months.
Minimum Qualifications
- Transfer: One year of permanent competitive or 55b/c service in this title or in a title eligible for 70.1 or 52.6 transfer.
- Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
- Four years of experience performing and supervising human resources activities such as staffing services (recruitment, examination, and placement), position classification and compensation, and employee services (benefits, health and safety, counseling, and recognition).
- An Associate’s Degree may substitute for two years of experience.
- A Bachelor’s Degree may substitute for four years of experience.
Additional Information
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment; no examination is required, but all candidates must meet the minimum qualifications. Employees hired under NY HELPS are expected to have their non-competitive status converted to competitive status within one year of permanent appointment, without needing to compete in an examination. After conversion, employees receive the same rights and privileges as competitive class employees of New York State. While serving in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Background Investigation Requirements
- All prospective employees will undergo a Criminal Background Check (CBC), including State and federal Criminal History Record Checks. All convictions must be reported; felony or misdemeanor convictions, or falsified or omitted information, may bar appointment or result in removal after appointment.
- Prospective employees will be fingerprinted and may be required to pay associated fees.
- All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR) and may be required to pay associated fees.
- For Division of Juvenile Justice and Opportunities for Youth (DJJOY) appointees, a check against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs will be conducted. Prospective employees found responsible for serious or repeated acts of abuse or neglect on the SEL will be barred from appointment.
