About the role
The NYS DMV Division of Personnel administers Human Resources activities including recruitment, hiring, classification of Civil Service titles, Civil Service exam planning, job fairs, employee performance issues, time and attendance, benefits, time card maintenance, workers’ compensation management, and policy, Civil Service Law, and payroll guidance. Under the general direction of a Human Resources Specialist 2, G-23, a Human Resources Specialist 1, G-18, assists program managers and advises employees on employee services, payroll, benefits, and time and attendance.
Responsibilities
- Communicate effectively and accurately both orally and in writing
- Maintain impeccable confidentiality standards when handling personal information, sensitive situations, and investigations involving the Office of the Inspector General and Office of Employee Relations
- Advise program managers, supervisors, employees, and the public on HR issues in accordance with the State Personnel Management Manual rules (SPMM), Civil Service Law, negotiated agreements, agency policies, and directives
- Participate in recruitment with management, including creating and evaluating responses to position postings, attending job fairs or recruitment events, and facilitating hiring events
- Assess candidate eligibility from postings and list canvasses, audit list appointment information to ensure legal appointments, and conduct orientations and onboarding
- Assess employee eligibility for benefits and leaves such as FMLA, sick leave, and health insurance benefits
- Prepare personnel transactions and work with the Payroll Unit to process transactions timely and accurately, ensuring compliance with rules, regulations, and policies, and resolve problems as they arise
- Operate a personal computer and utilize common office software including word processing, spreadsheets, and databases with acceptable accuracy and speed
- Prepare and maintain program records and routine reports
- Maintain various databases for Payroll, Employee Services, Management Services, and HR-specific list management; manipulate Microsoft Office Suite programs with a preference in Microsoft Access
- Research and prepare DMV classification/reclassification requests
- Participate professionally in meetings, trainings, and work groups; attend and present HR information at trainings and onboarding sessions
- Maintain composure and professionalism in difficult or highly confidential interactions
- Establish and maintain effective working relationships and deliver and receive constructive feedback professionally
- Supervise and train new and existing support staff
- Occasionally travel throughout the State
Minimum Qualifications
- Four years of experience performing and supervising human resources activities such as staffing services
