Responsibilities

  • Serve as the primary program manager for the Submarine/Nuclear Power Enlisted Training Program, providing authoritative advice and guidance on all governing laws, policies, and procedures.
  • Manage the complete lifecycle of nuclear field trainees, including validating records, assigning classifications, processing station change orders, and handling reclassifications for students who attrite.
  • Oversee all aspects of the Submarine Disqualification/Volunteer Program, including managing disqualification packages, maintaining records, and coordinating the screening and conversion process for service members.
  • Act as the subject matter expert and approval authority for all enlisted medical waivers related to submarine duty, nuclear field duty, ionizing radiation exposure, and firefighting roles.
  • Utilize a variety of computer software systems and programs (Enlisted Assignment Information System; My Navy Assignment (MNA), Microsoft Office products such as Excel, Word, and PowerPoint).
  • Provide consultation and official recommendations for Board for Correction of Naval Records (BCNR) and Congressional inquiries concerning submarine or nuclear field communities.
  • Monitor personnel reports and command communications to ensure timely and accurate pay, personnel actions, and issuance of orders for service members in submarine and nuclear field training pipelines.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to specific provisions.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Applying knowledge of criteria for eligibility for submarine and nuclear field duty, factors requiring disqualification including substance abuse policies, Personnel Reliability Program, and medical standards for both.
  • Establishing workflows, setting work priorities, and managing multiple tasks efficiently, ensuring timely completion of assignments.
  • Utilizing knowledge of the submarine operating environment, physical constraints, and unique personnel demands and manner of employment of personnel and equipment on board these highly specialized platforms.
  • Identifying, evaluating, and making recommendations regarding the training and distribution of assigned constituents.
  • Proficiency in oral and written communications to prepare and present briefings, trainings, and presentations; conduct interviews; and make recommendations.
