About the role
The immediate vacancy is located in Downtown and is with the Department of Human Resources Development, Employee Relations Division. This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai’i.
Responsibilities
- Serves in a trainee capacity, receiving formal and on-the-job training in work processes, precedent situations, working relationships with other functions/agencies, regulations, contracts and reference materials of increasing complexity and integration with other functional areas of human resources management;
- Performs a variety of basic and routine assignments consistent with training status;
- Performs moderately difficult work of a technical nature in one or more of the functional areas of human resources management (i.e., Classification and Pay; Recruitment, Examination and Placement; Training and Employee Management Training; Human Resources Administration Services; and Labor Relations);
- Performs human resources assignments which regularly encompass complex problems combined with the responsibility for management advisory service;
Requirements
- Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Qualifications
- Basic Education/Experience: A bachelor's degree from a regionally accredited four-year college or university.
- Specialized Experience: Six months for level II, one and one half (1 1/2) years for level III, and two and one half years (2 1/2) for level IV of professional work experience in one or any combination of human resources management functions, i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research.

- Deferred Compensation: The State offers employees a voluntary pre-tax retirement savings plan designed to give employees a tax break today and an opportunity to build a retirement nest egg through voluntary payroll deductions.
- Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
- Sabbatical leaves with pay are available for qualified employees.
Pay
- Human Resources Specialist II - $4,856 per month (SR-18, Step D)
- Human Resources Specialist III - $5,248 to $6,393 per month (SR-20, Step D to I)
- Human Resources Specialist IV - $5,680 to $6,914 per month (SR-22, Step D to I)

Note: The starting monthly salary for the Human Resources Specialist II is at the minimum rate of pay, Step D. For the Human Resources Specialist III and IV, hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
