Summary or Purpose
Implement, maintain, report and document the component functions of the Human Resources Department. Maintain confidentiality with all work-related matters, personnel records and information.

NSBSD JOB DESCRIPTION HUMAN RESOURCES SPECIALIST II
Responsibilities
- Accurately input data in the Human Resources System (Tyler Technologies).
- Review and process personnel action forms and all other hiring/termination forms for classified and temporary positions.
- Absorb temporary hire lists and fill temporary positions.
- Prepare documents, compile material, and assist with the annual job fairs.
- Prepare and submit Department of Education & Early Development, Classified Staffing Report and other reports as needed.
- Afford assistance in preparing ad hoc data reports to the Superintendent, Human Resources Director and Board of Education.
- Ensure that all employees receive an annual evaluation pursuant to District policies.
- Maintain accuracy and confidentiality of current and archived personnel filing systems.
- Analyze applications and/or personnel forms to ensure that they are accurate and complete.
- Monitor the status of information with timelines.
- Prepare hiring documents for employees as needed.
- Prepare added duty contracts for.
- Maintain classified employee job descriptions.
- Advertise District classified vacancies as needed.
- Interface with employees and the public regarding questions on personnel procedures.
- Maintain employee and applicant files.
- Schedule appointments, make travel arrangements, and assemble material for meetings.
- Administer drug and alcohol tests utilizing federal drug and alcohol testing procedures as needed.
- Calibrate and verify the evidential breath alcohol-testing devices as required and maintain quality control standards of the device.
- Research and complete verifications of service as necessary.
- Conduct temporary and permanent hire orientation when necessary.
- Cross train with other employees within the department and provide coverage as needed.
- Village travel as needed.
- Perform receptionist duties as required.
- Adhere to all District policies and regulations.
Requirements

- High School Diploma or GED required.
- Three years secretarial/clerical experience required.
- Experience in a personnel or human resource office preferred.
- Excellent customer service skills required.
- Professional image required.
- Valid Alaska Driver License Required.
- Strong verbal and interpersonal skills required.
- Preference: Inupiaq speaking and cultural experience preferred.
Qualifications
- Working knowledge of federal, state, and local personnel/human resource policies and procedures.
- Working knowledge of use of personal computer and standard word processing and spreadsheet software to prepare memoranda and reports suitable for general distribution (Excel, Word).
- Ability to read, explains, and applies complex rules, regulations and procedures.
- Ability to communicate effectively with others, orally and in writing.
- Ability to maintain effective working relationships with a variety of individuals.
