About the role

Provides comprehensive administrative support to the Human Resources Office in the administration of recruitment, onboarding, employee records, leave administration, employee benefits, workers' compensation, performance management, and other human resources programs.

Responsibilities

  • Serves as the primary administrative resource supporting the employee lifecycle, providing responsive, efficient, and compliant human resources services.
    • Supports the Town's recruitment process.
      • Prepares and posts employment opportunities; coordinates applicant tracking; schedules interviews; conducts reference checks, CORI requests, and pre-employment administrative activities; coordinates occupational health appointments; prepares employment documentation; assists with new employee orientation and onboarding; and coordinates employee separation and offboarding activities.
    • Supports the Town's Family and Medical Leave Act (FMLA) program and other employee leave programs under the direction of the Human Resources Director.
      • Tracks employee leave usage, prepares correspondence and required documentation, coordinates medical certifications, maintains confidential leave records, administers employee leave accruals, performs approved accrual adjustments, and responds to employee inquiries regarding leave balances and available leave benefits.
    • Supports the Town's workers' compensation program.
      • Coincides injury reporting, maintains claim files, prepares correspondence, communicates with employees, department heads, the Town's workers' compensation carrier, and occupational health provider, assists with return-to-work documentation, and coordinates supporting documentation for the Town's annual workers' compensation audit.
    • Supports the Town's (and school department) employee benefits programs.
      • Affords assistance with benefit enrollment documentation, qualifying life event changes, and benefits communications.
    • Administers the Town's Employee Self Service (ESS) platform, including employee access, user support, and routine administration.
      • Reconciles employee benefit invoices and payroll benefit deductions, working closely with the Payroll & Human Resources Administrator to identify and resolve discrepancies.
    • Assists with Open Enrollment activities and other employee benefits initiatives.
      • Initiates, prepares, and coordinates Personnel Action Forms for employee personnel actions, ensuring required documentation and approvals are obtained prior to implementation by the Payroll & Human Resources Administrator.
    • Maintains official personnel files and confidential employment records.
      • Collaborates with the Payroll & Human Resources Administrator to support payroll, benefits, and other human resources functions.
    • Coordinates employment verifications, unemployment claims, personnel records requests, and other routine personnel transactions.
      • Tracks employee probationary periods, performance evaluations, required certifications, licenses, and mandatory training.
    • Supports the Human Resources Director and Payroll & Human Resources Administrator in the administration of the Town's human resources programs by coordinating HR projects, maintaining records, preparing reports, monitoring compliance activities, improving administrative processes, and providing exceptional customer service.
      • Coordinates employee recognition programs, wellness initiatives, training activities, and departmental communications.
    • Assists with the implementation of human resources policies, procedures, and operational improvements while promoting compliance with applicable federal and state employment laws, Town policies, personnel practices, and collective bargaining agreements.
  • Works under the general direction of the Human Resources Director.
    • Exercises independent judgment in carrying out assigned administrative responsibilities in accordance with established policies, procedures, and applicable laws.
  • Works collaboratively with the Payroll & Human Resources Administrator to support payroll, benefits, and other human resources functions.
    • Regular on-site attendance is required.
  • Employee is regularly required to walk, stand, sit, speak and hear; uses hands to finger, handle, feel or operate objects, tools, or controls.
    • Able to reach with hands and arms as in picking up paper, files and other common office objects.
  • Employee may be required to stoop, bend and lift or move objects weighing up to 30 pounds.
    • Works in a municipal office environment requiring extensive use of computers and standard office equipment.
  • Work involves managing multiple priorities, responding to frequent interruptions, and handling confidential personnel and medical information requiring discretion, professionalism, and sound judgment.
    • Occasional attendance at meetings, recruitment events, training sessions, or other Town facilities may be required.

Requirements

  • Associate's Degree in Human Resources, Business Administration, Public Administration, or a closely related field; Bachelor's Degree preferred.
  • Two to four years of progressively responsible administrative experience in human resources, employee benefits, payroll, municipal administration, or a closely related field.
  • Municipal government or public sector human resources experience is preferred.
  • Equivalent combinations of education and experience may be considered.
  • Proficiency in Microsoft Office applications is required.
  • Experience with MUNIS or a comparable enterprise resource (ERP) system is preferred.
