About the role
The Part-time Human Resources Manager supports the organization by overseeing all HR functions, ensuring compliance with Florida employment laws, and managing Payroll.
Responsibilities
- Talent Acquisition & Workforce Planning
- Lead recruitment for program, administrative, and grant-funded roles;
- Support DEI hiring practices;
- Auxiliary support for volunteer onboarding.
- Onboarding & Offboarding
- Manage new-hire orientation;
- Ensure I-9 compliance;
- Handle E-Verify (if required);
- Support exit processes;
- Ensure smooth transitions for grant-funded positions.
- Employee Relations
- Provide guidance to staff and managers;
- Mediate conflicts;
- Promote a respectful, collaborative environment aligned with the organization’s mission.
- Florida Labor Law Compliance
- Ensure adherence to state and federal regulations, including Florida minimum wage updates, FLSA classifications, workers’ compensation, and domestic violence leave requirements.
- Benefits & Leave Administration
- Oversee health benefits;
- Manage PTO, FMLA, and nonprofit-specific benefits;
- Coordinate with Finance to oversee biweekly or semimonthly payroll processing;
- Ensure accurate timekeeping, wage calculations, PTO payouts, and compliance with Florida wage laws;
- Reconcile payroll and support grant-related payroll allocations.
- Performance Management
- Support leadership with evaluations, coaching, corrective actions, and documentation.
- Payroll Administration
- Cook with Finance to oversee biweekly or semimonthly payroll processing;
- Ensure accurate timekeeping, wage calculations, PTO payouts, and compliance with Florida wage laws;
- Reconcile payroll and support grant-related payroll allocations.
- Training & Development
- Coordinate staff development;
- Support compliance training;
- Offer mission-aligned learning opportunities.
- Policy & Handbook Management
- Maintain and update HR policies and procedures to reflect Florida statutes and nonprofit best practices.
- HR Reporting & Grant Support
- Prepare HR metrics;
- Aid with staffing data for grant proposals and reporting;
- Ensure personnel files meet audit requirements.
- Culture & Engagement
- Promote a supportive, inclusive culture;
- Implement initiatives that enhance morale, retention, and organizational goals.
- Change Management
- Prepare, support, and guide individuals, teams, and the organization through transitions.
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field.
- 5-7+ years of HR experience, preferably in a nonprofit environment (preferably United Way).
- Strong knowledge of Florida employment laws.
- Excellent communication, leadership, and conflict-resolution skills.
- Proficiency with Paylocity HRIS and Payroll processing.
- Excellent organization and time management skills.
- Experience with grant-funded payroll allocations or cost-center tracking.
- Familiarity with volunteer management.
- Valid driver’s license and reliable transportation required.
- Exceptional verbal and written communication to diverse audiences.
- Compelling, persuasive, and concise communication with internal and external stakeholders.
- Strong problem-solving and time management skills.
- Excellent technical ability; experience analyzing data to inform strategy with attention to detail and the ability to multi-task.
- Takes ownership of work and demonstrates willingness to accept responsibility for decisions and actions.
