About the Role
Manages the HR function for the organization, working with leadership, managers, and the training department to develop and promote human resources strategies. Oversees HR programs such as HRIS, health/welfare benefits, payroll liaison, retention, and compensation. Ensures organizational compliance with regulatory requirements within the HR function and responds to escalated HR personnel issues.
Responsibilities
- Manages the day-to-day activities of the HR staff to ensure compliance and employee satisfaction.
- Recruits, hires, trains, and retains HR professionals.
- Benefits:
- Follows Family Medical Leave Act, educates employees, and processes all paperwork.
- Leads the design of health/welfare plans and the open enrollment process.
- Works closely with Finance to maintain compliance with annual healthcare budgets.
- Educates, coordinates, and enrolls employees in health insurance programs.
- Ensures invoices are reviewed and processed in a timely fashion.
- Employee Relations:
- Guides managers through and participates in performance counseling as necessary.
- Handles employee relations, complaints, and investigates issues while adhering to facility policies.
- Performance Management:
- Develops and maintains written job descriptions and performance appraisals for each position.
- Evaluates all aspects of the performance management program for quality and efficiency.
- Ensures performance evaluations are conducted and salaries are adjusted accordingly.
- Staffing/Talent Acquisition:
- Assists in recruitment, selection, and training of employees.
- Screens applications, arranges interviews, and checks references/backgrounds for new hires.
- Reviews requests for new or replacement personnel to ensure budget compliance.
- Provides employment verification and conducts background checks.
- Processes paperwork for newly hired personnel and changes in employment status.
- Orients new personnel to the facility and explains policies/procedures.
- Training:
- Collaborates with the training department to develop, implement, and monitor staff development plans.
- Compensation:
- Participates in annual salary, wage, and benefit surveys.
- Ensures salaries are competitive within the healthcare industry using relevant data points.
- Administration:
- Maintains accurate, up-to-date employee files.
- Processes unemployment paperwork and maintains OSHA records.
- Reports Worker’s Compensation claims and follows up with the insurance company.
- Ensures hiring and discharge procedures comply with established policies.
- Designs personnel forms and maintains all personnel records.
- Tracks informal warnings, performance counseling, and disciplinary actions.
- Maintains training records for staff.
- Develops and reviews policies and procedures annually.
- Assists in payroll procedures.
- Ensures compliance with federal and state employment regulations regarding wages, overtime, work hours, and workers/unemployment compensation.
Requirements
- Bachelor’s degree in human resources, business, or other relevant discipline (preferred).
- HR Certification (preferred).
- Thorough knowledge of laws, regulations, and guidelines concerning personnel administration in a healthcare facility.
- Working knowledge of multiple HR disciplines, including compensation, organizational development, employee relations, performance management, and federal/state employment laws.
- Excellent verbal and written communication skills.
- Proficient with Microsoft Office.

Work Environment
This job operates in a professional office environment. Routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. The noise level is usually moderate.
