Human Resources Business Partner
About the Role
The Human Resources Business Partner supports the implementation of HR initiatives, partners with leaders and team members with day-to-day HR needs, and helps foster a workplace aligned with the mission of "Humbly Serving Communities." This role serves as the first point of contact for managers and employees for all HR matters, handling confidential and sensitive information discreetly and professionally.
Responsibilities

- Talent Management: Ensure fair, consistent, and focused recruitment practices to attract and retain an engaged, diverse, and high-performing team. Oversee onboarding and off-boarding processes.
- Compensation Administration: Review and update job descriptions. Participate in industry salary surveys. Conduct compensation reviews and analyses for equity, job-leveling, and career path design. Collaborate with the corporate compensation team on compensation levels/grades for internal transfers and promotions.
- Benefits Administration: Respond to employee requests for benefits information or issues with insurance, 401(k), or other benefit enrollments. Escalate issues to employee benefit administration and ensure timely follow-up.
- Employee Relations: Provide guidance, training, and insight for employee relations actions/issues. Coach supervisors on sensitive matters to mitigate risk. Deliver counseling, coaching, and conflict resolution. Advise on disciplinary action strategy and prepare supporting documents. Conduct workplace investigations.
- Labor Relations: Maintain compliance with union Collective Bargaining Agreement (CBA). Administer union hourly classification movements per contractual obligations. Coordinate, attend, and document company/union meetings. Support negotiation efforts, research, coordinate, and draft grievance responses. Maintain positive working relationships with union representatives.
- Leave Administration: Administer employee paid and unpaid absences in accordance with the Family and Medical Leave Act and Washington State’s Paid Family and Medical Leave. Engage in the interactive process for reasonable accommodations and administer return-to-work processes.
- Performance Management: Coach managers and employees on performance evaluation ratings, calibration, goal setting, and reviews. Identify high-potential employees and development opportunities. Prepare and track succession plans and performance improvement plans.
- Conduct data analysis to report on HR metrics and KPIs for organizational awareness. Facilitate or participate in cross-functional groups to develop key HR initiatives.
- Ensure compliance with federal, state, and local laws, including Title VII of the Civil Rights Act, ADA, FMLA, ADEA, FLSA, and EEO. Provide reporting and audit support to agencies.
- Develop and deliver HR-related training programs (e.g., hiring/recruitment, harassment prevention, substance abuse, leave administration).
- Administer operational screening functionality and tracking (e.g., random drug screening, hearing conservation program, respirator fit testing, physical clearances). Ensure timely reporting and compliance with regulatory agencies.
- Workers Compensation Administration: Assist in designing and administering workers’ compensation procedures. Monitor and administer claims. Communicate with employees, managers, insurance carriers, and medical staff on claims management and return-to-work requirements.
- Coach and advise stakeholders on company policies and procedures to ensure compliance. Interpret policies, identify gaps, and draft updates.
- Perform other duties as assigned.
Requirements
- Legal authorization to work permanently in the United States for any employer without requiring visa transfer or sponsorship.
- Eligibility to obtain a TWIC card (Transportation Worker Identification Credential). Review eligibility criteria at https://www.tsa.gov/for-industry/twic.
- Bachelor’s degree in human resource management, business administration, or a related field from an accredited university (preferred).
- Minimum three (3) years of broad HR generalist experience in a hands-on service model.
- Competency in primary functional areas of HR (talent management, compensation, benefits, employee/labor relations, compliance).
- Thorough knowledge of federal, state, and local laws governing human resource principles and practices.
- Working knowledge of labor relations and union environments (preferred).
- Strong proficiency in MS Office applications (Word, Excel, Outlook, PowerPoint).
- Ability to handle confidential and sensitive information discreetly and professionally.
- Experience with ATS, HRIS, and payroll systems such as SAP SuccessFactors or Dayforce (a plus).
- Conflict resolution and strong interpersonal skills, with insight into group dynamics, empathy, and diplomacy.
- Proven ability to build strong working relationships with organizational leaders.
- Forward-thinking and strategic approach to HR processes and systems, creating a climate for change.
- Self-directed, organized, flexible, and able to prioritize work in a fast-paced environment.
- Professional certification (PHR or SHRM-CP) is strongly desirable.

Pay
Hiring range: $76,000 to $129,000 plus a 10% discretionary bonus. Placement depends on skills and qualifications.
Schedule
This is an in-office position located in the Port of Tacoma, Washington, with a 9/80 schedule (100% on-site).
