Nature of Work

Performs a wide variety of confidential administrative HR duties and support services for the Department of Human Services.

Facilitates and processes County and Merit Hire documentation, research, preparation, tracking and distribution for, but not limited to, new appointments, terminations, transfers, promotions, demotions, reassignments, reinstatements, unpaid leave of absence and extended medical/maternity/paternity leave.

Research for new or re-classified positions as needed.

Tracks, distributes and processes all Department of Human Services staff probationary and annual performance reviews.

Affords assistance to general public with Department of Human Services recruitment process.

Affords assistance to new appointments with clearance application process.

Affords assistance to student intern appointments and tracks hours after interns are appointed for completion of their Merit Hire internship.

Creates job postings; reviews applications to determine eligibility; schedules interview when requested; distributes pertinent interview information; assists County HR with new appointment onboarding process.

Creates and maintains current and closed Department of Human Services records.

Serves as liaison to County Programs in Harrisburg and the Erie County HR office.

Processes employee change forms and prepares reports and/or surveys as requested by State, Federal and local governments.

Performs daily maintenance to provide accurate employee compensatory time balances including union meeting flex time.

Prepares HR section of quarterly state reporting as well as preparing recruitment section of annual compliance report.

Attends meetings and scheduled training sessions as directed as well as occasional travel as necessary and appropriate.

Participates as assigned in exit interviews with employees.

Performs other Department of Human Services HR-related work as required. Assists in special projects as assigned by the Deputy Director of HR and/or Director of HR.

  • Strong interpersonal communication and customer service skills.
  • Ability to analyze, interpret and administer County policies and procedures.
  • Self-started, adept at working independently and in teams on project-based work.
  • High level organizational skills with ability to create and monitor timelines.
  • Ability to work professionally and respectfully with people from diverse backgrounds and skills.
  • Ability to maintain confidentiality in regards to employee information and records.
  • Ability to express ideas clearly and concisely both orally and in writing.

Minimum Requirements

  • High School Diploma or GED.
  • Minimum of 5 years of experience in administrative work or an equivalent combination of education and experience.

Preferred Qualifications

  • Bachelor’s Degree in Human Resource Management or related field.
  • PHR or SPHR certification.
