Human Resource Generalist and Payroll Specialist
About the role
The Human Resources Generalist and Payroll Specialist supports critical HR operations including payroll, multi-state payroll compliance, benefits, project management, and policy administration. This is a hybrid position requiring candidates to live in the Washington, DC area and be present in the downtown Bethesda, Maryland office as needed.
Responsibilities
- Paysroll Support: Maintains multi-state payroll tax and paid family websites, corresponds with state agencies, and manages the setup and closure of state accounts as needed.
- State Compliance Issues: Researches all state compliance matters and ensures ASHP is following all state laws by making recommendations to the Director and CHRO.
- Offboarding: Manages the end-to-end offboarding process, coordinating with HR colleagues to ensure a professional and positive experience for departing employees.
- Organization Charts and Floor Plans: Manages and keeps organizational charts and floor plans up to date to reflect staffing changes.
- Policy Administration: Partners with the Chief Human Resources Officer and Vice President to maintain and update organizational policies, ensuring they remain current, compliant, and consistently applied.
- Project Management: Leads and coordinates annual and special HR projects from initiation to completion, develops and maintains project processes, monitors deadlines, sequences tasks appropriately, and communicates progress and approvals to relevant stakeholders.
- Benefit Reconciliations & Audits: Runs regular audits on various data sets within Human Resources, assists with annual payroll, retirement plan, and workers compensation audits.
- Recruitment: Serves as primary backup for all recruitment tasks.
- Other Duties: Performs other duties as assigned.
Requirements
- Bachelor's degree in Human Resources, Business Administration or related field.
- 2-4 years experience required in a similar role.
- 2+ years direct payroll experience required.
- 2+ years of experience required working with state agencies and resolving complex matters around tax compliance.

- Excellent time management skills with a proven ability to meet deadlines.
- Ability to present information in a clear, concise manner to employees.
- Excellent investigative and problem-solving skills.
- Exercises discretion and independent judgment within understood policies and procedures.
- Handles confidential matters and facilitates problem resolution.
- Proficient with Microsoft Office Suite or related software.
- Advanced software skills are required, as well as Internet research abilities.
- Proficiency with or the ability to quickly learn the organization’s HR and talent management systems.
Skills
- SHRM-CP certification preferred but not required.
Benefits
At ASHP, we consider skills, experience, and organizational needs in our compensation approach. The base salary for this position is $78,500-$84,500 and ASHP offers a comprehensive benefits plan. This salary range represents a reasonable estimate of the annual salary based on ASHP’s commitment to provide equitable and market-competitive pay. The actual salary offered will take into consideration many factors including but not limited to job-related knowledge, educational background and licenses/certifications, skills and experience, internal pay equity, and other business and organizational needs. The base salary for this position is $78,500-$84,500.
