General Description Of Duties NOTE TO INTERNAL APPLICANTS: INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAY GRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED. Under direction, the purpose of this position is to plan, develop, implement, and oversee strategies for employee training, development, and safety training. The role is accountable for establishing and maintaining effective systems to measure training impact, enhance employee performance, and ensure alignment with organizational objectives. The incumbent will assess organizational learning needs, design and deliver training programs, and evaluate their effectiveness using both traditional and innovative methods. This position partners closely with managers, supervisors, and HR leadership to identify and arrange suitable training solutions, promote a culture of continuous learning and professional growth, and ensure workplace safety and compliance with county, state, and federal standards. Conducts training needs assessments, including surveys, interviews, focus groups, and SWOT analyses.Designs, develops, and delivers training programs (instructor-led, virtual, and eLearning) aligned with organizational and employee development needs.Creates and maintains training curricula, manuals, multimedia materials, and other supporting documentation.Facilitates engaging workshops, seminars, and onboarding programs using adult learning principles.Monitors, measures, and evaluates training programs against established objectives and timelines.Collects and analyzes feedback through surveys, interviews, and observations to assess effectiveness.Recommends modifications or future courses to improve employee performance and organizational outcomes.Partners with departmental leaders to align training objectives with strategic goals.Advises supervisors and employees on career development opportunities and succession planning.Provides coaching, guidance, and technical assistance to managers in support of professional and leadership development.Coordinates and implements recommendations of safety committees; supports OSHA and regulatory training initiatives.Maintains knowledge of employment law, HR compliance, and organizational policies to ensure training programs are consistent with legal and ethical standards.Maintains training records within the Human Resource Information System (HRIS) and Learning Management System (LMS).Prepares reports, data analyses, and key learning metrics for leadership review.Supports technical troubleshooting and testing of new LMS features.Participates in staff meetings, cross-departmental committees, and professional seminars.Leads or supports specialized projects that enhance administrative processes and employee engagement initiatives.Serves as liaison across departments, external partners, and professional networks to strengthen training and development efforts.Performs duties as assigned/necessary which are related, or logical in assignment to the position. Minimum Qualifications Education: Bachelor’s Degree in Human Resources, Business Administration, Organizational Development, or related field. Experience: Three (3) years responsible experience in training, instructional design, organizational development, and/or human resources, performing duties consistent with the Essential Job Functions. Equivalent combinations of education and experience may be considered. Miscellaneous: Must possess and maintain a valid Florida Driver’s License. Knowledge, Skills And Abilities Strong knowledge of adult learning principles, instructional design, and modern training methodologies. Considerable knowledge of County, State and Federal laws and regulations of Human Resources, employment laws and payroll administrative policies and procedures, e.g., EEOC, ADA, FLSA, FMLA. Considerable knowledge of County personnel, recruitment, benefits and payroll administrative policies and procedures. Knowledge of OSHA standards, safety training requirements, and HR compliance policies. Proficiency in Microsoft Office Suite and LMS/eLearning authoring tools. Skill in establishing and maintaining effective working relations with all levels of management, employees, other departments, officials and the general public. Ability to exercise sound judgment in developing and recommending enactment of policies and procedures. Strong organizational, analytical, and problem-solving skills. Ability to communicate effectively verbally and in writing; excellent communication and facilitation skills with the ability to engage diverse audiences. Skill in using good judgment, discretion and confidentiality in the performance of duties. Considerable knowledge of business English, e.g., correspondence formats, spelling, punctuation and grammar. Considerable knowledge of modern office procedures and equipment. Ability to conduct training courses, which may involve utilizing equipment such as laptops, projectors, flip charts, and DVD players while leading group discussions or role-playing activities Ability to evaluate, design, and implement training programs that align with strategic goals. Ability to access, operate and maintain various software applications. Ability to operate basic office equipment e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines. Ability to manage multiple projects in a fast-paced environment with minimal supervision. Ability to read, update and maintain various records and files. Knowledge of administrative support functions, e.g., records maintenance, data analysis, reports processing, documentation proofing. Physical Demands Physical Demand: Light 20 pounds maximum lifting. Rare lifting, carrying up to 10 lbs. If less lifting involved will require significant walking/standing. If mostly sitting is involved will require push/pull on arm or leg controls. Expressing or exchanging ideas by spoken word or perceiving sound by ear. Good eyesight for production or safety of self and others. Physical agility is required in kneeling, bending, stooping, and reaching. Required to have clear vision at distances of 20 inches or less.
