HR SPECIALIST (ER/LR).
About the Role
You will provide limited technical oversight, advice, and guidance on the most effective alignment of Labor and Employee Relations (LER) and performance management policies to support strategic goals and objectives.
Responsibilities
- Assist on a broad range of employee relations (ER) activities, including guidance and advice to employees, leadership, program managers, and supervisors.
- Participate in labor contract negotiations involving multiple contracts or bargaining units.
- Evaluate performance appraisal and tracking systems; assist managers/supervisors in drafting performance improvement plans, coaching agendas, training materials, and progress tracking methods.
- Gather background information and prepare formal correspondence on a full range of disciplinary actions.
- Independently handle concerns with interrelated sub-problems and issues that may have serious mission or cost impacts.
- For GS-12: Provide advice and services to management on employee relations issues such as performance management, employee discipline, adverse actions, grievances, medical cases, and FMLA.
- For GS-12: Serve as a performance consultant, utilizing state-of-the-art process models to identify, evaluate, and recommend solutions for improving job performance in support of business goals.
- For GS-12: Represent management’s interests, advise on options to fulfill responsibilities, and educate on employee rights, including grievance and appeal procedures.
- For GS-12: Advise and assist employees, managers, and supervisors on grievance procedures and appropriate conflict-resolution options.
Requirements
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees must successfully pass the E-Verify employment verification check.
- Current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
- Appointment of retired military members within 180 days of retirement to a civilian position is subject to provisions of 5 U.S. Code 3326.
- Males born after December 31, 1959, must be registered for Selective Service.
- Must obtain and maintain a government credit card for travel and travel-related purchases.
- May require travel to CONUS and OCONUS locations, including remote or isolated sites, via military or commercial aircraft for extended periods.
- Must obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty.
Qualifications
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent private/public sector experience, including:
- Providing limited technical oversight, advice, and guidance on LER and performance management policies to support strategic goals.
- Assisting in a broad range of employee relations activities, including guidance to employees, leadership, and supervisors.
- Assisting in impasse situations, including preparing documentary material for third-party review.
In lieu of specialized experience, you may qualify with a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. (if related). A transcript must be submitted if qualifying via education.
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent private/public sector experience, including:
- Providing advice and services to management on employee relations issues such as performance management, discipline, adverse actions, grievances, medical cases, and FMLA.
- Serving as a performance consultant using process models to improve job performance in support of business goals.
- Representing management’s interests and advising on employee rights, including grievance and appeal procedures.
- Advising employees, managers, and supervisors on grievance procedures and conflict-resolution options.
