About the Role

This position is located in the JFHQ-State Human Resources Office (HRO). The purpose of this role is to perform work in two HR specialties, with no less than 25% effort in each. Up to four specialties may be assigned, totaling 100%. The position services both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state.

Responsibilities

  • Compensation:
    • Administers and provides oversight for special employment programs (e.g., Upward Mobility, DoD Priority Referral System) to ensure a balanced placement program.
    • Provides technical advisory services on staffing matters such as transfer of function, reorganization, hiring authorities, permanent change of station expenses, relocation services, advanced-in-hire rates under superior qualifications, dual compensation, recruitment, and retention incentives.
    • Implements regulations and programs including recruitment and relocation incentives, retention allowances, and hiring freezes/authorizations.
    • Analyzes technician and payroll information to identify and resolve complex pay-setting errors or discrepancies.
    • Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and transitions between GS and FWS pay systems.
    • Administers and provides oversight for technician permanent change of station/relocation actions, including initiating complex transportation agreements and reviewing agreements drafted by lower-graded specialists.
    • Completes travel orders authorizing various entitlements and obtains necessary funds from NGB or State Comptroller.
    • Counsels employees on entitlements, rights, and obligations, and reviews requests for extension of temporary quarters.
  • Information Systems:
    • Provides technical assistance and guidance on the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs), including automated personnel systems, records management systems, case management systems, personnel records applications, HR in-processing via virtual platforms, and virtual personnel services.
  • Position Classification & Position Management:
    • Manages full-time manpower requirements for the state.
    • Reviews determinations of ANG/ARNG manpower requirements/authorizations derived from the Unit Manpower Document (UMD) and Voucher.
    • Ensures requirements/authorizations are properly distributed according to workload factors, equipment density allocations, Modified Table of Organizational Equipment (MTOE), and Table of Distribution and Allowances (TDA).
    • Assists with or implements classification releases and related manpower changes.
    • Reviews requests for personnel and position actions to determine impact on position classification and position management matters.
    • Develops Statements of Difference and amendments to standard position descriptions for restructuring grades, recruitment, and upward mobility.
  • Recruitment and Placement:
    • Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for professional, administrative, technical, and clerical occupations.
    • Plans and administers the merit promotion and recruitment/placement program.
    • Educates commanders, managers, and supervisors on programs, regulations, and policies regarding hiring federal employees.
    • Responds to inquiries and provides recommendations to resolve complex HR issues related to recruitment and placement, coordinating with NGB-HR as required.
    • Attends national recruitment and placement workshops.
    • Performs the full scope of HR staffing work, including hiring, advertisement, qualification analysis, selection, and onboarding actions.
    • Performs qualification analysis of eligible applicants and adjudication of qualification appeals.
    • Maintains documents associated with hiring actions.
    • Reviews and analyzes statistical data concerning recruitment and placement functions, end strength, and man-hour utilization, making recommendations for improvements.
    • Evaluates work processes, provides training, and ensures accuracy according to regulatory and statutory guidance.
    • Recommends effective and alternative actions where needed.
    • Creates and publishes new and recurring vacancy announcements using automated systems (e.g., DCPDS or USAJobs).
  • Performs other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.

Qualifications

GS-09: Must have at least one year of specialized experience at the GS-07 level or equivalent, which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience must include executing personnel programs and Human Resources Information Systems relevant to the position.

GS-11: Must possess specialized experience at the GS-09 level or equivalent, which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.

Additional Information

  • Male applicants born after 12/31/1959 must be registered under the Military Selective Service Act. Failure to register may impact eligibility for appointment.
  • Probationary Period: A 2-year probationary period is required. Continued employment will be evaluated based on performance, conduct, agency needs, and alignment with public interest and efficiency of the Federal service.
