About the role

The HR Specialist is assigned responsibilities involving the management of human resources, the completion of various human resources activities and personnel transactions, the application of laws, rules and standards related to personnel administration, and time and leave management. Responsibilities may include, but are not limited to, recruitment, onboarding, employee lifecycle, and assisting in employee benefits/retirement.

Responsibilities

  • Participates in agency recruiting activities and events; creates and tracks job postings for SOK vacancies; screens and dispositions candidates; ensures veterans that require an interview receive one.
  • Performs human resources management, personnel actions, and timesheet administration.
  • Sends selected candidates instructions on completing background checks, offer letters, and welcome emails; sends promotion offer letters to internal candidates; sends exit information to ex-employees.
  • Presents and facilitates weekly New Employee Onboarding (NEO) in Oklahoma City and Tulsa.
  • Guides new employees through online onboarding tasks in Workday; tracks tasks to ensure all tasks are completed by deadlines; collects and files personnel documents and forms.
  • Processes personnel transactions in Workday; tracks and ensures approvals have been received within a timely manner; ensures compliance with applicable laws and rules concerning appointments, promotions, demotions, transfers, separations and other actions.
  • Maintains a system of employee personnel records.
  • Tracks the full recruitment life cycle.
  • Provides guidance to employees and supervisors when timesheet questions arise.
  • Receives and processes documents; maintains the employee filing system in compliance with federal and state laws, rules, and regulations; performs audits at the direction of the HR Director.
  • Monitors the HR shared email; responds or forwards emails to appropriate HR Team Member.
  • Generates and sends reports as assigned; updates email distribution lists and Teams members lists; updates HR Tracking Log weekly.
  • Represents the agency at various community events.
  • Assists HR Team Members with tasks, projects, trainings, or presentations as assigned.
  • Other duties as assigned. This position may be expected to cross-train in other sections of their division and perform the job duties in each section, based on the needs of the agency.

Requirements

  • Knowledge of federal & state rules, laws, and standards related to human resource management and demonstrated ability to analyze and interpret these rules in various situations.
  • Knowledge of human resources management policies and procedures.
  • Knowledge of business communications; utilizing correct spelling, grammar, and business communication etiquette.
  • Excellent communication skills; writing, speaking, and presenting.
  • Ability to work as a team member as well as independently, exercising good judgement and initiative.
  • Strong work ethic and effective time management and organizational skills, including ability to manage multiple projects with multiple deadlines.
  • Advanced computer skills with all Microsoft Office.
  • Self-motivated and able to work independently to accomplish assigned tasks.
  • Ability to represent the agency in a positive and professional manner.
  • Ability to thrive in a fast-paced and changing environment.
  • Ability to establish and maintain effective working relationships.
  • Ability to facilitate presentations in a clear and concise manner.
  • Ability to maintain confidentiality in all areas of Human Resources.
  • Ability to have regular and reliable attendance.

Qualifications

The preferred minimum qualifications for this position are:

  • A bachelor’s degree in human resources, law, or related field
  • OR an equivalent combination of education and experience

Preference may be given to candidates who have at least one year of work experience utilizing Workday, specifically for State-HR.

Special Requirements

  • The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
  • This position will require occasional travel. The selected candidate must be willing and able to perform all job-related travel. State vehicles will likely be available for use, but reliable transportation may be required for local travel.
  • This position works in a comfortable office setting with a computer for a large percentage of the workday.
  • This position is not eligible for telework.

Pay

This position has an annual rate of $55,000.00.
