HR & Payroll Generalist
Job Details
We are seeking a knowledgeable, proactive, and hands-on HR Generalist to support recruiting, employee relations, payroll processing, benefits administration, onboarding, and HR operational functions. This role works closely with leadership and employees across the organization to ensure payroll accuracy, compliance, and process consistency.
Key Responsibilities
- Process weekly payroll accurately and on time
- Maintain payroll records, deductions, garnishments, PTO balances, and employee payroll changes
- Aid with payroll reconciliations, reporting, and payroll-related general ledger support
- Support payroll analytics and labor reporting, including P&L impacts and labor cost drivers
- Aid with fringe rate calculations and prevailing wage requirements as applicable
- Care for certified payroll reporting including Davis Bacon compliance
- Aid with CCIP/OCIP payroll reporting and related documentation
- Aid with payroll audits, insurance audits, and compliance reporting requests
- Maintain compliance with payroll tax and employment-related reporting requirements
Human Resources Administration
- Manage recruitment and selection processes, including job postings, resume screening, interview coordination, and offer administration
- Coordinate onboarding and new hire orientation, including required employment documentation
- Maintain employee records and ensure HR documentation remains accurate, organized, and compliant
- Aid employees with benefits-related inquiries and support annual enrollment activities
- Support employee relations matters, including investigations, disciplinary meetings, and performance management
- Partner with managers on employee relations, staffing needs, and HR best practices
- Support training initiatives and HR-related organizational programs
- Stay current on HR best practices, employment laws, and compliance requirements
Systems, Reporting & Process Improvement
- Utilize HRIS and payroll systems to maintain accurate employee and payroll data
- Support reporting requests and maintain HR/payroll analytics and operational reporting
- Identify opportunities to improve HR and payroll processes, organization, and efficiency
- Aid with implementation or transition activities related to HR or payroll systems
- Maintain high accuracy, organization, and confidentiality across all responsibilities
Requirements
- Solid payroll processing background is required; this is the core of the role
- Working knowledge of HR functions, employment practices, and compliance; deep HR generalist expertise is not required but foundational HR competency is
- Experience processing multi-employee payroll with GL interface and reconciliations
- Familiarity with prevailing wage, Davis Bacon, or certified payroll reporting a strong plus
- Strong Excel skills and comfort working with payroll data, reporting, and labor cost analysis
- Experience with HRIS and payroll systems; ADP experience required, Paylocity familiarity a plus
- Comfort using benefits administration platforms such as Employee Navigator or similar
- Excellent organizational, communication, and interpersonal skills
- Ability to manage multiple priorities independently with strong attention to detail
- Bachelor's degree in Accounting, Business Administration, Human Resources, or related field preferred
- HR certification (PHR, SHRM-CP, etc.) is a plus but not required
- Experience in construction, contracting, or project-based industries preferred
