Duties And Responsibilities
- Supports the Executive Director in the management of all human resource functions including hiring, employee evaluation, termination, and benefits administration.
- Develops and maintains position descriptions for all Authority positions. Updates descriptions, as needed, in accordance with laws, regulations, or changing organizational needs.
- Maintains the Authority’s organizational chart showing position level and reporting lines. Updates organizational chart as needed.
- Aids in the management of the Performance Evaluation System. Tracks and maintains all outstanding employee evaluations and ensures that evaluations are included in the employee file.
- Serves as a point of contact for employees regarding benefits administration.
- Supports the Executive Director in the application of the Authority’s Personnel Policy. Recommends changes and updates to the Personnel Policy resulting from changes in laws, regulations, or agency needs.
Required Knowledge And Abilities
- Works closely and confidentially with individual employees in the area of personnel management.
- Plans, organizes, and develops a variety of operational and management systems related to the position.
- Establishes and maintains effective working relationships with co-workers, vendors, consultants, contractors, professionals, residents, HUD, and local, state, and federal officials.
- Communicates with people from a broad range of socio-economic backgrounds.
Performance Standards
- Achieves the performance standards in no way guarantees a change in compensation and does not supersede or affect the at-will relationship between the employer and employee.
- Ensures that employee benefits are effectively administered. Recommends changes in benefits as requested by the Executive Director.
- Ensures that confidential employee information is properly secured.
Minimum Education, Training, And/or Experience
- Graduation from an accredited high school with two years of additional instruction in human resources, personnel management, or related field; a minimum of three years experience in human resources or personnel management; or any equivalent combination of education, training, and experience that provides the required knowledge and abilities.
Physical Requirements
- The incumbent must have the ability to utilize standard office equipment and access files and documents.
- The incumbent must have the ability to lift up to 20 pounds.
- Must be able to work while seated for extended periods of time.
Special Requirements
- Possession of a valid Alabama driver’s license.
- Must be bondable.
