We are looking for an experienced full-time Human Resources Generalist responsible for administering employee benefits, supporting the Payroll Manager, and contributing to a broad range of human resources functions that enhance the employee experience. This role serves as a trusted resource for employees and management, ensuring accurate timekeeping, effective benefits administration, compliance with employment laws, and consistent application of HR policies. The Human Resources Generalist partners with leadership to promote a positive workplace culture aligned with the Food Bank's mission and values. Additionally, this role supports the SVP/Chief Administrative Office by managing board projects, meetings, and activities for the CPFB Board of Directors.

Responsibilities

Human Resources Administration

  • Provide onboarding for new employees on their first day of work.
  • Collect all required new hire paperwork and enter information into HRIS software.
  • Create and maintain compliance of employee personnel files.
  • Conduct thorough background checks, motor vehicle records, child abuse clearances, FBI fingerprinting, and other required screenings for new hires and annual requirements.
  • Ensure compliance with relevant laws and regulations, maintain records, and prepare findings for SVP/CAO review.
  • Maintain employee files and records in accordance with EEOC guidelines and state and federal regulations.
  • Participate in salary surveys with third-party vendors, Feeding America, and support for the NAR report.
  • Provide necessary reports for allocation/billing charges.
  • Attend ongoing training to stay current on Human Resources issues and ensure compliance with federal and state regulations.
  • Process all Unemployment and Workers' Compensation claims.
  • Provide backup to the Harrisburg Receptionist by covering the Front Desk, processing mail, and other miscellaneous administrative duties.
  • Serve as the United Way liaison for the annual campaign in coordination with the WE Team and Human Resources department.
  • Maintain personnel files and HR documentation, including HRIS employee records.
  • Assist with the performance evaluation process.
  • Support employee engagement initiatives.
  • Plan, organize, and prepare for Board of Director meetings and develop official meeting transcripts.
  • Assist in developing a Board Information Portal; manage the SharePoint Board Portal once completed.
  • Maintain Conflict of Interest, Confidentiality documentation, and other yearly tasks.
  • Perform other duties and tasks as assigned.

Payroll Administration

  • Serve as the designated backup for payroll processing during the absence of the primary payroll administrator.
  • Review employee timecards for completeness and accuracy; follow up with supervisors regarding missing punches, exceptions, or discrepancies.
  • Monitor and assist managers with timely approval of employee timecards in the timekeeping system.
  • Ensure all employee timecards receive appropriate supervisory approval prior to payroll processing.
  • Review timekeeping reports for missed punches, overtime, paid leave, holiday pay, shift differentials, and other payroll exceptions.
  • Enter and verify approved payroll changes, including new hires, terminations, transfers, pay rate changes, and approved payroll adjustments.
  • Process approved leave balances, including PTO, sick leave, bereavement leave, jury duty, military leave, and other paid and unpaid leave.
  • Assist in auditing payroll reports to ensure compliance with federal and state wage and hour laws and organizational policies.
  • Maintain confidentiality of employee payroll, compensation, and personnel information.
  • Respond to employee payroll-related questions and assist in resolving payroll discrepancies.
  • Maintain payroll records and supporting documentation in accordance with record retention requirements.
  • Assist with year-end payroll activities, including W-2 preparation, payroll reconciliations, and payroll audits.

Benefits Administration

  • Provide benefits administration for new hires, active employees, and terminated employees.
  • Answer or follow up on questions related to benefits offered to employees and their dependents; interpret rules, regulations, and policies regarding benefit programs.
  • Provide daily benefits processing, including enrollments, COBRA, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, distributions, loans, hardships, and compliance testing.
  • Gather employee data and manage the processing of monthly billings and invoicing for all group plans.
  • Administer, schedule, and lead open enrollment benefit meetings collaboratively with the benefits broker.
  • Design and distribute materials for benefits orientations, open enrollments, and summary plan descriptions.

Pay

$53,000 - 61,000/year, depending on experience
