Labor Relations

Administer and support the day-to-day application of collective bargaining agreements by interpreting contract provisions and providing guidance to supervisors and employees on routine contractual matters.

Coordinate the grievance process by tracking timelines, gathering documentation, preparing correspondence, maintaining records, and assisting with grievance meetings.

Support collective bargaining activities by compiling data, preparing reports, organizing proposals, maintaining bargaining records, and assisting with implementation of negotiated agreements.

Maintain labor relations files, grievance logs, arbitration records, and other documentation to ensure compliance with contractual and legal requirements.

Aid in workplace investigations involving represented employees by gathering facts, conducting interviews, documenting findings, and preparing investigation summaries.

Prepare labor-related correspondence, reports, notices, and required documentation.

Monitor compliance with collective bargaining agreements and identify issues requiring management review.

Research contract language, employment regulations, and labor relations topics to support Human Resources decision-making.

Cookordinate labor-management meetings, prepare agendas and meeting materials, record meeting notes, and follow up on assigned action items.

Assist with supervisor training by preparing materials and providing guidance on contract administration, labor relations procedures, and agency policies.

Maintain confidentiality while handling sensitive labor relations information and employee records.

Public Records Administration

Serve as the Agency's Public Records Request (PRR) Officer by receiving, logging, tracking, and coordinating responses to public records requests in accordance with Washington State Public Records Act requirements.

Collaborate with management and legal counsel to identify records that may be exempt from disclosure, ensuring confidential and protected information is handled appropriately prior to release.

Maintain the Agency's public records tracking system, retention documentation, and related files to ensure compliance with records management requirements and applicable state laws.

Maintain and administer separate logs, files, and response timelines for union information requests and Public Records Requests (PRRs), ensuring requests are tracked independently, routed appropriately, and completed in accordance with collective bargaining agreements, the Washington Public Records Act, and agency records retention requirements.

Employee Relations & Administration

Participate in disciplinary meetings, workplace investigations, corrective action, and termination processes while maintaining a high level of confidentiality.

Monitor compliance with federal, state, and local employment laws and regulations; monitor regulatory changes and assist with policy development and implementation.

Develop and maintain job descriptions, classification documentation, personnel records, and other employment-related records while ensuring data accuracy and integrity.

Support recruitment, onboarding, orientation, and other employee lifecycle activities.

Respond to employment-related inquiries from employees, applicants, retirees, and supervisors, providing guidance and exceptional customer service.
