About the role
The position involves coordinating employee benefits compliance and administration for System Human Resource Services (SHRS). It includes serving as a subject matter expert on the Affordable Care Act (ACA), managing State Universities Retirement System (SURS) compliance, and overseeing various benefit plan operations.
Responsibilities
- Serve as university system-wide subject matter expert on ACA compliance, consulting with HR, Benefits staff, and college offices.
- Conduct operations for an ACA-compliant health plan, including eligibility, status changes, terminations, and open enrollment facilitation.
- Process and reconcile plan billing, track plan economics, and manage relationships with vendors and insurers.
- Manage SURS employer compliance, draft and file appeals, and coordinate with agency representatives and stakeholders.
- Oversee and participate in collection and analysis of employee data for audits, collaborate with IT and Reporting partners on automated audit activities, and maintain compliance documentation.
- Oversee plan usage, trends, and costs, assist in budgeting and planning, and utilize various vendor and in-house technology systems.
- Ensure compliance with state and federal mandates, coordinate implementation of new provisions, and act as a point of contact for questions and inquiries.
- Assist in the development and review of communications, participate in open enrollment education sessions, and review website updates.
- Respond to inquiries and surveys from peer universities and external organizations for comparison data and benchmarking.
- Participate on special projects and other related duties as assigned.
Requirements
- Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, or a closely related field.
- Two (2) years (24 months) of work experience performing professional-level human resources duties.
Preferred Qualifications
- Human Resources or Benefits related certification (CEBS, PHR/SPHR, SHRM-CP/SCP).
