Health System Analyst SME

About the Role

Gritter Francona is seeking a Health System Analyst SME to provide senior-level expertise in healthcare systems analysis, business process analysis, clinical workflow, and operational improvements. The role supports the design, implementation, evaluation, and scaling of an Elevated Risk Care Management (ERCM) Pilot aimed at enhancing suicide prevention care for Veterans at elevated risk.

Responsibilities

• Health Systems Analysis: Analyze existing VHA clinical, administrative, and operational processes to identify gaps and opportunities for improvement. Conduct current-state and future-state assessments, evaluate proposed changes, and provide recommendations for process redesign and system integration.
• Business Process Development and Redesign: Assist in developing and redesigning business processes to support ERCM objectives. Document workflows, identify streamlining opportunities, and facilitate process redesign sessions with stakeholders.
• Elevated Risk Care Management Pilot Support: Provide expertise in analyzing workflows for high-risk Veterans, identifying coordination opportunities, and recommending future-state workflows. Support implementation and validation at pilot sites.
• VHA Clinical and Business Operations: Apply knowledge of VHA operations to support program design, assess interactions with existing programs, and identify operational requirements and barriers.
• VISN and Medical Center Coordination: Support implementation planning across VHA facilities, assess operational differences, and facilitate coordination between national, VISN, and local stakeholders.
• Clinical Workflow and Operational Integration: Analyze clinical workflows, collaborate with clinical teams, and develop future-state workflows to improve care coordination and accountability.
• Problem Diagnosis and Process Improvement: Diagnose operational problems, identify root causes, and develop process improvement recommendations. Monitor redesigned processes and support continuous improvement.
• Implementation and Change Support: Assess readiness, identify barriers, and support adoption of new workflows. Document lessons learned and refine implementation approaches.
• Evaluation and Performance Monitoring: Support development of performance measures, monitor processes, and analyze pilot results to inform recommendations for refinement and scale.
• Policy and Organizational Change Analysis: Assess the impact of policy and organizational changes on processes, identify necessary modifications, and communicate operational impacts to stakeholders.
• Affiliated Health Care Education Systems: Assess program implementation impacts on clinical education and incorporate education-system considerations into planning.
• National Scale and Transition Planning: Support development of scalable processes, identify expansion approaches, and assist with phased national rollout planning.
• Stakeholder Coordination and Technical Support: Work with Government program leads and VHA stakeholders, facilitate discussions, and prepare technical deliverables.

Requirements

• Master’s degree in healthcare administration, health systems management, public health, business administration, health services, organizational management, or related field.
• Minimum 10 years of experience in health systems analysis, healthcare operations, business process analysis, or related discipline.
• Extensive experience with VHA clinical and business processes.
• Experience with VHA medical center operations.
• Working knowledge of Veterans Integrated Service Networks (VISNs) and their relationship to VHA medical center operations.

Qualifications

• Preferred: Extensive experience directly supporting the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA).
