Head of CIB Operational Resilience(Singapore, Hong Kong)
This role could be based in Singapore or Hong Kong.
Responsibilities
In this role, you will lead, own, and drive three key horizontal functions across CIB:
- Operational Resilience: Ensure the CIB business has effective resilience maps and plans for its Important Business Services (IBS), closes vulnerabilities against agreed group targets, and measures impacts against Impact Tolerances (ITOLs).
- Resolution & Recovery: Coordinate and lead the assessment of business requirements, development, and testing of playbook actions for resolution events, aligning with targets and meeting Project Phoenix deliverables.
- Crisis Management: Operate across CIB leadership and Global Resilience to build playbooks and testing approaches for crises or material adverse events. During an event, ensure senior management is coordinated, informed, and linked into global crisis-handling programs, with clear communication of ITOL impacts.
You will collaborate with the CIB leadership team, COOs, and resilience/crisis teams across the bank, including Group functions.
Key Responsibilities
- Strategy: Define CIB’s strategic approach to Operational Resilience, Recovery & Resolution, and Crisis Management, aligning with business plans and group operations. Report to the Chief Control Officer for CIB and work within a matrix organization spanning vertical Business Risk Management (BRM) teams and transversal risk themes.
- Business: Ensure CIB’s resilience capabilities are tested against ‘severe but plausible’ scenarios, regulatory engagement articulates strategy and open issues, and recovery/resolution approaches are clear and aligned with firm requirements. Coordinate crisis response between LOBs and management to maintain clear communication and direction.
- Processes: Support the deployment and documentation of Operational Resilience, Recovery & Resolution, and Crisis Management processes in the bank’s systems of record, enhancing existing processes as needed. Work with BRM teams to define, document, and ensure effective operation of processes for each LOB.
- People & Talent: Develop and manage a small team focused on resilience and recovery, empowering, coaching, and mentoring team members. Coordinate resources across COO functions to build a pan-CIB risk and control capability, partnering with LOB BRMs, COOs, T&O, and Group functions.
- Risk Management: Identify, articulate, and mitigate key risks related to Operational Resilience, Recovery & Resolution, and Crisis Management. Ensure controls are designed, documented, and effective, driving improvements in risk identification, controls, and management information.
- Governance: Ensure alignment with CIB’s governance standards, including reporting and management information, and support operational efficiency objectives.
- Regulatory & Business Conduct: Operate to the highest standards, embedding ethics and compliance with all applicable laws, regulations, and the Group Code of Conduct. Lead the function to achieve outcomes set in the Bank’s Conduct Principles and support conformance with PRA/FCA and other regulatory obligations.

Requirements
- 15+ years of experience in banking
- Experience in process mapping
- Experience in scenario testing and planning
- Understanding of banking products, tools, and systems
- Familiarity with operational resilience rules and regulatory expectations
