The purpose of this position is to provide care and custody of adults in custody (AIC)s, while providing central office oversight and management of a robust program dedicated to assessing, managing, and monitoring the needs, safety risks and concerns of transgender, intersex and non-binary AICs. The position chairs a multi-disciplinary team to address individualized needs of the transgender, intersex, and non-binary AICs and a health services committee to address gender affirming care needs for AICs with Gender Dysphoria. The position works closely with the Department of Justice and represents ODOC in legal actions. This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Responsibilities
- Provide central office oversight and management of a program dedicated to assessing, managing, and monitoring the needs, safety risks, and concerns of transgender, intersex, and non-binary adults in custody (AICs).
- Chair a multi-disciplinary team to address individualized needs of transgender, intersex, and non-binary AICs.
- Chair a health services committee to address gender affirming care needs for AICs with Gender Dysphoria.
- Work closely with the Department of Justice and represent ODOC in legal actions.
- Establish and maintain harmonious working relationships with staff at all levels in ODOC and stakeholders outside of the agency.
- Manage a demanding workload with a high level of responsibility, requiring strong ethical leadership, critical thinking, and resiliency.
- Plan for and resolve complex problems in a constantly changing work situation.
- Understand and implement policies and procedures related to gender affirming care.
- Participate in in-person meetings with maximum custody AICs who have violent histories.
- Maintain confidentiality, tact, and diplomacy when dealing with sensitive issues.
- Answer phone calls from hostile or frustrated callers and diffuse situations calmly.
- Ensure proper operation of security alarms, tools, and key control when located at a department office or institution worksite.
- Adapt to a constantly evolving work environment, often completing special assignments under shortened deadlines.
Requirements
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
OR
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; AND four years’ experience coordinating or administering a program.

Working Conditions
- Hybrid work position requiring travel to central administration offices, institutions, or institution visits as needed.
- Prolonged sitting and extensive computer use for email, word processing, and data entry.
- Work under pressure with frequent interruptions, balancing conflicting workload demands and competing priorities.
- Potential for work after hours, on weekends, and overnight in-state travel.
- Exposure to graphic material (e.g., details/photos of AIC assaults, police reports outlining violent offenses).
- Potential exposure to dangerous situations, including verbal or physical assault, when entering correctional facilities.
- Regular contact with adults in custody (AICs) who may be angry, hostile, abusive, or aggressive.
- Daily interaction with staff, other agencies, defense attorneys, District Attorneys, and the public on sensitive issues.
- Required to participate in meetings with maximum custody AICs with violent histories.
Requirements for Employment
- Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
- Some felony convictions may disqualify candidates due to CJIS requirements.
