The purpose of this position is to provide care and custody of adults in custody (AICs), while providing central office oversight and management of a robust program dedicated to assessing, managing, and monitoring the needs, safety risks, and concerns of transgender, intersex, and non-binary AICs. The position chairs a multi-disciplinary team to address individualized needs of transgender, intersex, and non-binary AICs and a health services committee to address gender-affirming care needs for AICs with Gender Dysphoria. The position works closely with the Department of Justice and represents ODOC in legal actions. This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Responsibilities

  • Provide central office oversight and management of a program dedicated to assessing, managing, and monitoring the needs, safety risks, and concerns of transgender, intersex, and non-binary adults in custody (AICs).
  • Chair a multi-disciplinary team to address individualized needs of transgender, intersex, and non-binary AICs.
  • Chair a health services committee to address gender-affirming care needs for AICs with Gender Dysphoria.
  • Work closely with the Department of Justice and represent ODOC in legal actions.
  • Establish and maintain harmonious working relationships with staff at all levels in ODOC and stakeholders outside the agency.
  • Manage a demanding workload with high responsibility, requiring strong ethical leadership, critical thinking, and resiliency.
  • Plan for and resolve complex problems in a constantly changing work environment.
  • Understand and implement policies and procedures related to gender-affirming care.
  • Participate in in-person meetings with maximum custody AICs who have violent histories.
  • Maintain confidentiality, tact, and diplomacy when dealing with sensitive issues.
  • Answer phone calls from often hostile or frustrated callers, diffusing situations calmly.
  • Ensure proper operation of security alarms, tools, and key control when located at a department office or institution worksite.
  • Work inside correctional facilities during working hours and, in emergencies, nonworking hours.
  • Engage in regular telephone, email, and in-person contact with staff throughout the agency, other departments, defense attorneys, district attorneys, and the public.

Requirements

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

OR

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; AND four years’ experience coordinating or administering a program.

Working Conditions

  • Hybrid work environment with required in-person visits to central administration offices, institutions, or correctional facilities.
  • Prolonged sitting and extensive computer use for email, word processing, data entry, and research.
  • Work under pressure with frequent interruptions, deadlines, and competing priorities.
  • Potential exposure to graphic material (e.g., details/photos of AIC assaults, violent offense reports).
  • Risk of verbal or physical assault when entering correctional facilities.
  • Regular contact with hostile, frustrated, or aggressive callers; must diffuse situations calmly.
  • May require work after hours, on weekends, overnight in-state travel, and operation of a motor vehicle.
  • Responsibility for security alarms, tools, and key control at worksites.
  • Exposure to dangerous situations, including potential physical injury, death, or hostage situations.

Benefits

The salary range listed ($6,507 - $9,604) is for non-PERS qualifying applicants. PERS-qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.
