About the role

The College of Professional Programs at Eastern Washington University is seeking a Fiscal Specialist 2. This position provides fiscal assistance and administrative management within the College of Professional Programs (CPP), reporting to the College Financial Officer and supporting the Dean, Associate Dean, College Finance Officer, and College Executive Assistant.

Under general direction, the role performs complex and varied fiscal and administrative support functions, including analyzing and developing budgets for grants, contracts, state funds, and program funds; establishing and maintaining comprehensive fiscal recordkeeping systems; analyzing, establishing, and maintaining cost center and self-sustaining accounts; maintaining professional fee records; and coordinating unit-wide fiscal support functions such as travel reimbursement, purchasing, payroll support, and fiscal planning.

The position requires independent judgment in developing, modifying, and maintaining multiple recordkeeping and reporting systems for varied funding sources; interpreting and applying rules and regulations; advising faculty and staff on policies and procedures; and recommending alternative courses of action. Strong verbal and written communication skills, organizational abilities, and a commitment to customer service are essential.

Responsibilities

  • Analyze and develop budgets for grants, contracts, state funds, and program funds.
  • Establish and maintain comprehensive fiscal recordkeeping systems.
  • Analyze, establish, and maintain cost center and self-sustaining accounts.
  • Maintain professional fee records.
  • Coordinate diverse unit-wide fiscal support functions, including travel reimbursement, purchasing, payroll support, and fiscal planning.
  • Interpret and apply rules and regulations to resolve fiscal problems.
  • Advise faculty and staff regarding applicable policies and procedures; recommend alternative courses of action.
  • Use university payroll systems to input, update, and maintain personnel and payroll records for faculty and staff, ensuring accuracy and compliance with state and institutional requirements.
  • Initiate, prepare, and verify payroll-related documents, job changes, pay adjustments, supplemental pay, appointment letters, and other payroll transactions.
  • Review payroll data for accuracy, including hours worked, pay rates, funding sources, position attributes, and effective dates; identify discrepancies and take corrective action.
  • Reconcile payroll reports with financial records.

Requirements

  • Two years of experience at a level equivalent to Fiscal Specialist 1 AND 15 quarter hours or 10 semester hours of college-level accounting OR equivalent education/experience.
  • Professional experience involving fiscal and budgetary responsibilities, such as responsibility for multiple budgets, purchasing, personnel/payroll, or specialized reporting.
  • Strong computer skills and familiarity with Microsoft Office products (Word, Excel, Outlook).
  • Proficiency in Excel to develop workbooks using advanced features and create spreadsheets for recordkeeping.
  • Experience with Word/MS Office for complex tasks such as merge fields, designing tables, and other advanced functions.
  • Database management experience, including data entry, sorting, importing/exporting files, and creating reports.
  • At least one year of experience using an enterprise data system (financial) or other large, complex, multi-dimensional data system.
  • Superior verbal and written communication skills and a high level of professionalism.
  • Demonstrated organizational skills and attention to detail.
  • Ability to apply a culturally responsive and flexible approach sensitive to the diverse needs of students, faculty, and administrators, including universal access.

Preferred Qualifications

  • Two or more years of experience performing fiscal/budgetary responsibilities in a college or university environment.
  • One year of full-time work experience handling communications with a variety of internal and external clients, such as federal, state, city, and county government agencies, professionals in the community, internal staff/managers/administrators, students, and other constituents.

Pay

$47,940 to $55,284 annually. Placement within this range depends on education, experience, and skills.

Schedule

  • Regular, full-time position.
  • Typically Monday–Friday, 8:00 AM–5:00 PM.
  • 12-month appointment.
