Firefighter (Basic Life Support/HAZMAT Technician).

This position is a Mission Essential role requiring the incumbent to report to work or remain at work during severe weather conditions or other emergencies to support mission operations.

Responsibilities

• Serve as a member of a firefighting crew engaged in the protection of life and property, responding to alarms and combating fires involving structures, equipment, facilities, crashed and burning aircraft, fuel, chemicals, and brush fires.
• Fight fires using turrets and large crash fire rescue firefighting apparatus.
• Serve as a Hazardous Material Technician on the installation Hazardous Materials Response Team, responding to the presence or potential releases of hazardous materials (chemical and biological) to stop or control the release.
• Train in preparation for hazardous materials and weapons of mass destruction incident response and procedures; perform hazard and risk assessments to conduct incident analysis.
• Prepare incident reports and documentation; maintain and decontaminate hazmat equipment and supplies.
• Initiate established medical protocols to provide basic life support and perform noninvasive emergency procedures.
• Perform mutual aid support to local fire departments as required.
• Conform to requirements set forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program.
• Participate in a cardiovascular physical fitness program.
• Work under adverse environmental conditions, adhering to the respiratory protection program and hearing conservation program.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Completion of pre-employment and periodic subsequent medical examinations in accordance with DoDM 6055.06 to ensure physical health and ability or fitness to perform duties.
• Requirement to lift up to 50 lbs. in the regular performance of duties.
• Compliance with Federal and Department of the Army Drug Free Workplace Programs; pre-employment drug screening and random testing thereafter, including reasonable suspicion and post-accident testing.
• Use of personal protective equipment provided by the employer.
• Wearing of prescribed uniform and/or personal protective equipment while on duty.
• Shift work required, including evenings, weekends, holidays, or special situations; 72-hour rotating shifts with a work schedule of 144 hours per pay period.
• Requirement to work both planned and unscheduled overtime.
• Possession or ability to obtain and maintain a valid New York State Driver's License to operate vehicles.
• Successful completion of an annual Job Performance Test.
• Temporary Duty (TDY) or business travel requirement of 5% of the time.
• One-year probationary period unless previously met as described in 5 CFR Part 315.

GS-04 Level

Specialized Experience: One year of specialized experience which includes:

• Following detailed instructions to assist with basic firefighter duties, such as using and/or maintaining basic firefighter equipment.
• Administering basic first aid to injured victims.

OR Education: Two years of education above the high school level in an accredited college or university in Fire Training, Fire Science, or other related fields of study.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-05 Level

Specialized Experience: One year of specialized experience which includes:

• Utilizing and maintaining firefighting equipment.
• Applying basic first aid.
• Participating in firefighting and rescue situations.

OR Education: Four years of education above the high school level in an accredited college or university in Fire Science, Fire Training, or other related fields of study.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-06 Level

Specialized Experience: One year of specialized experience which includes:

• Performing standard firefighting techniques.
• Responding to basic hazardous materials incidents.
• Performing basic emergency medical care.

GS-07 Level

Specialized Experience: One year of specialized experience which includes:

• Operating firefighting equipment such as pumps, foam generators, boom and ground sweep nozzles, and other similar equipment.
• Operating firefighting vehicles to keep fire in optimum range while ensuring that backflash will not occur.
• Completing initial incident analysis by identifying materials involved, determining whether hazardous materials have been released, and evaluating the surrounding conditions.

In addition to meeting the specialized experience requirements, applicants must possess the following certificates certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) in accordance with DoD 6055.06-M:

Education
