Position Summary
The Finance Officer supports day-to-day financial operations for funded projects in Gaza under the supervision of the Finance Coordinator. Key responsibilities include ensuring accurate processing of payments, maintaining financial records, and providing operational finance support.
Principal Responsibilities
- Ensure all payments are processed timely and in compliance with Project HOPE’s internal procedures and donor regulations.
- Verify that financial transactions meet national tax laws and coordinate with relevant authorities or advisors as needed.
- Ensure all disbursements are supported with complete and compliant documentation.
- Coordinate proper fund transfers from HQ or donors to the country office.
- Liaise with vendors and service providers regarding invoicing and payment processing.
- Ensure timely deduction and remittance of all statutory obligations.
Accounting and Financial Documentation
- Maintain accurate and updated financial records using appropriate accounting systems.
- Update cashbooks daily to reflect actual bank and cash balances in all currencies.
- Reconcile all bank accounts regularly and resolve discrepancies promptly.
- Maintain a clear and organized filing system for all financial documents.
- Record procurement transactions with full supporting documentation to ensure accuracy and internal control.
- Support internal and external audit processes, including prompt responses to audit queries.
- Ensure transactions comply with donor regulations and internal financial policies.
Budget Monitoring and Financial Reporting
- Support program teams with regular budget follow-up and expenditure tracking after project initiation.
- Ensure expenditures align with approved project budgets and donor requirements.
- Prepare and maintain budget control and tracking tools for ongoing monitoring.
- Submit accurate and timely financial reports, including donor financial reports, monthly statements, pipelines, and cash projections.
- Provide ad hoc financial analysis and reconciliations when required.
Program and Grant Support
- Aid program staff with daily financial operations and guidance on financial procedures.
- Ensure all required preapprovals are obtained before committing any expenses.
- Collaborate with the logistics and program teams to ensure expenditure remains within approved budgets.
- Maintain accurate records for program, grant, and contract expenditures.
- Collaborate with sub-grantee finance staff to support compliance and reporting standards.
Minimum Qualifications
- Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
- Minimum 3 years of experience in finance or accounting, preferably in NGO or humanitarian settings.
- Basic understanding of donor-funded project finance.
- Experience with vouchers, payments, and accounting software (QuickBooks, NetSuite, or similar ERP systems).
- Good communication and coordination skills.
