Federal Programs Manager – Buildings & Places

About the role

AECOM is seeking an experienced Program Manager to oversee the long-term management and growth of our Federal portfolio in the Pacific Northwest. The selected candidate will take over an existing portfolio of large capacity multi-year contracts, work with business line leadership to develop and lead a dedicated project management team, oversee multiple project task orders from an executive level, develop and track pipeline, and ensure compliance with regulatory and company standards, regulations, and quality assurance programs. This position may be located out of Seattle, Portland, or Anchorage offices.

Responsibilities

• Manage and lead federal projects and programs, ideally for the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), the U.S. Air Force, or other Federal Agencies.
• Build and lead successful program management teams.
• Collaborate closely with other Architecture, Engineering, and General Contractors.
• Manage and direct professional and technical staff to complete complex architectural and engineering projects.
• Achieve contractual performance and financial milestones across the lifespan of multiyear/multitask order contracts.
• Provide direction and oversight to AECOM staff and subcontractors.
• Familiarity with project invoicing and cash flow management.
• Analyze financial statements and complete budget tracking.
• Perform work with minimal direction, with periodic reporting to internal regional and Buildings + Places management.
• Oversee the preparation of work plans and organize project studies.
• Develop unique solutions to complex problems with the support of the project team.
• Conduct reviews and provide staff feedback for continued improvement.
• Handle business development responsibilities, including pipeline development, arranging teaming partnerships, building strategic growth plans, and developing client engagement plans.
• Oversee and develop technical approaches and cost estimates for proposals.
• Prepare, coordinate, and conduct project meetings, including agendas and meeting minutes.
• Help develop and maintain project schedules, budgets, and risk registers.
• Review design documents and coordinate design reviews with various stakeholders.
• Manage more complex projects that tend to be larger in scope and dollar value.

Requirements

• BA/BS in Engineering, Architecture, or a related field and 10+ years of relevant experience managing projects or programs, or demonstrated equivalency of experience and/or education.
• Due to the nature of the work, U.S. Citizenship is required.
• Valid Driver’s License.
• Drug testing will be required for this position.

Preferred Qualifications

• 15 years of related experience.
• Licensed PE or RA.
• Familiarity with DoD and Federal-Civilian agencies, installations, missions, and cultures.
• Existing relationship with Federal clients in the PNW Region.
• Experience with Design-Build delivery and partnering with General Contractors.
• Graduate Degree in Engineering, Architecture, or Construction Management.
• Ability to work in a fast-paced environment and coordinate with multiple stakeholders.
• Ability to communicate at a high level with senior leaders within AECOM and/or the client’s organization.

Pay

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $20,000 to $230,000 yearly.
