Federal Programs Manager – Buildings + Places

About the role

AECOM is seeking an experienced Program Manager to oversee the long-term management and growth of our Federal portfolio in the Pacific Northwest. The selected candidate will take over an existing portfolio of large capacity multi-year contracts, work with business line leadership to develop and lead a dedicated project management team, oversee multiple project task orders from an executive level, develop and track pipeline and oversee compliance with regulatory and company standards, regulations, and quality assurance programs. This position may be located out of Seattle, Portland or Anchorage offices.

Responsibilities

• Manage and lead federal projects and programs, ideally for the U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), the U.S. Air Force, or other Federal Agencies.
• Build and lead successful program management teams.
• Collaborate closely with other Architecture, Engineering, and General Contractors.
• Manage and direct professional and technical staff to complete complex architectural and engineering projects.
• Achieve contractual performance and financial milestones across the lifespan of multiyear / multitask order contracts.
• Manage aspects of a program such as oversight of project managers, oversight of project controls or similar.
• Provide direction and oversight to AECOM staff and subcontractors.
• Demonstrate task and project management experience, including successful completion of several large projects.
• Familiar with project invoicing and cash flow management.
• Analyze financial statements and complete budget tracking.
• Perform work with minimal direction with periodic reporting to internal regional and Buildings + Places management.
• Oversee the preparation of work plans and organize project studies.
• Perform complex assignments often requiring the development of unique solutions to problems with the support of the project team.
• Conduct reviews and provide staff feedback for continued improvement.
• Business development responsibilities including development of pipeline, arranging teaming partnerships, building strategic growth plans, and developing client engagement plans.
• Oversee and develop technical approaches and cost estimates for proposals.
• Detail oriented with strong organizational and communication, both verbal and written skills.
• Superior communication, writing, editing, and reporting skills for a wide variety of audiences.
• Prepare, coordinate and conduct project meetings: prepare and maintain the agenda and the meeting minutes.
• Help develop and maintain project schedule, project budget and risk register.
• Review Design Documents and coordinate design reviews with various stakeholders.
• Manage more complex projects that tend to be larger in scope and dollar.
• Increase responsibility for leadership of direct reports.

Qualifications

• BA/BS in Engineering, Architecture or a related field and 10+ years of relevant experience managing projects or programs or demonstrated equivalency of experience and/or education.
• U.S. Citizenship required.
• Valid Driver’s License required.

Preferred Qualifications

• 15 years of related experience.
• Licensed PE or RA.
• Familiarity with DoD and Federal-Civilian agencies, installations, missions, and cultures.
• Existing relationship with Federal clients in the PNW Region.
• Experience with Design-Build delivery and partnering with General Contractors.
• Graduate Degree in an Engineering, Architecture, or Construction Management field.
• Ability to work in fast-paced environment and coordinate with multiple stakeholders.
• Ability to communicate at a high level with senior leaders within AECOM and/or the client's organization.

Pay

Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The range for this position is $200,000 to $230,000.
