Join our team of mission-driven professionals at Whatcom Center for Early Learning (WCEL), a non-profit organization providing transformational services for young children and their families across Whatcom County, WA. Founded in 1973, WCEL partners with families and caregivers to deliver high-quality, equitable, and comprehensive therapy, early learning, and support services to children, with a focus on those experiencing developmental delays and disabilities. WCEL operates with a $5 million annual budget and employs approximately 70 staff members.

The Family Resources Coordinator (FRC) is an integral part of our Early Support services team, responsible for developing, implementing, and coordinating family-centered early support services for children birth to three and their families under the Individuals with Disabilities Education Act (IDEA-Part C) and Early Support for Infants and Toddlers (ESIT) guidelines. This position reports to an assigned Lead Family Resources Coordinator. Proficiency in both Spanish and English is highly preferred.

Location: Primarily works from the Blue or Brick House as assigned, with remote work as necessary.

Responsibilities

  • Family Resource Coordination & Service Delivery
    • Coordinate the intake, eligibility, evaluation, enrollment, and transition process for children and families in Early Support for Infants and Toddlers (ESIT) services.
    • Partner with families and the interdisciplinary Primary Service Provider (PSP) team to develop, implement, and review Individualized Family Service Plans (IFSPs).
    • Facilitate the development of functional, family-centered outcomes and goals supporting child participation in daily routines.
    • Engage parents and caregivers as active partners in assessment, planning, service delivery, and transition.
    • Coordinate and monitor services to ensure families receive timely, integrated support in natural environments (e.g., homes, community settings).
  • Family Support & Community Collaboration
    • Provide families with information, resources, and referrals to support informed decision-making and access to community services.
    • Advocate for family priorities and support understanding of rights, responsibilities, and available programs.
    • Collaborate with medical providers, school districts, childcare providers, social service agencies, cultural navigators, and other community partners.
    • Participate in outreach and community engagement activities promoting WCEL and ESIT services.
    • Attend family education opportunities, community meetings, and agency events as assigned.
  • Documentation & Compliance
    • Maintain accurate, complete, and timely records in ESIT data systems, complying with program regulations and WCEL standards.
    • Prepare and maintain required documentation, including assessments, IFSPs, progress updates, medical information, transition records, and family files.
    • Protect the confidentiality and security of family and child information per applicable laws and agency policies.
  • Team Collaboration & Professional Growth
    • Participate in interdisciplinary team meetings, staff meetings, reflective supervision, and professional development activities.
    • Support student interns, practicum students, and job-shadow experiences as assigned.
    • Contribute to a collaborative, family-centered, and strengths-based team culture.
    • Perform other duties as assigned by the Lead Family Resource Coordinator.

Requirements

  • High school diploma or GED.
  • Preferred: FRC credentialing through ESIT/DCYF (can be completed after hiring).
  • Awareness of community resources and services in Whatcom County.
  • Experience in or with home visiting, or personal experience with infants/toddlers with special healthcare needs and their families.
  • Prior experience in education, healthcare, childcare, or non-profits.
  • Vehicle in working condition, valid driver’s license, and auto insurance.

Skills

  • Verbal communication proficiency in both Spanish and English (highly preferred).
  • Professional work habits: punctuality, responsiveness, organization, and ability to manage multiple projects.
  • Excellent communication and conflict management skills (written, in-person, and telephone).
  • Strong organizational and record-keeping skills, with the ability to prioritize and meet deadlines.
  • Demonstrated ability to collaborate as a foundational team member.

Pay & Schedule

Non-Exempt: This position is eligible for overtime pay for hours worked over 40 in a workweek, in accordance with the Fair Labor Standards Act (FLSA) and Washington State regulations.
