Responsibilities

  • Oversee the efficient, economical, and safe operation of the South Dakota Developmental Center.
  • Manage highly regulated environments with frequent and critical compliance audits.
  • Review construction documents and interpret project specifications.
  • Establish and maintain effective working relationships with others.
  • Design and execute preventative maintenance schedules for facility infrastructure.
  • Track operational budgets, analyze expenditures, and audit purchase orders.
  • Partner with administrative leadership to align future facility modifications with organizational goals.
  • Address staff behavioral or performance problems and manage leave and scheduling requests equitably.
  • Represent the facility professionally during high-level meetings with State, county, and local agencies.
  • Maintain continuous availability of operational supplies and equipment under budget constraints.
  • Act as an effective intermediary between facility staff and the Bureau of Information and Telecommunications.

Requirements

  • Bachelor’s degree in a related field is preferred.
  • Supervisory experience in building maintenance, general construction, or a similar field is preferred.
  • Extensive knowledge of Life Safety Code, National Electric Code, ADA Standards, and ICF/IID Physical Environment Regulations.
  • Strong computer skills and familiarity with facility infrastructure management.
  • Excellent communication, organizational, written, verbal, and problem-solving skills.
  • Ability to review construction documents and interpret project specifications.
  • Water Distribution Class 1, Wastewater Collection Class 1, and Stabilization Pond certification (or the ability to obtain within the first year of employment).

Qualifications

  • Knowledge of regulatory compliance: Life Safety Code, National Electric Code, ADA Standards, and ICF/IID Physical Environment Regulations.
  • Project management principles: budgeting, scheduling, quality control, and resource allocation for construction and renovation.
  • Technical specifications: technical writing methods for Requests for Proposals (RFPs) and construction bid packages.
  • Facility systems: integrated building systems including electrical, mechanical, plumbing, and structural frameworks.
  • Technology platforms: specialized software for Building Management Systems (BMS), Computerized Maintenance Management (CMMS), access control, networked surveillance, and fleet/travel tracking.
  • Document architecture, blueprint reading, facility mapping, schematic design, and maintenance record-keeping.
  • Skill in supervision and leadership: interviewing, hiring, training, directing, and evaluating subordinate personnel.
  • Performance management: conducting performance appraisals and executing disciplinary procedures.
  • Vendor management: monitoring contractor performance, drafting technical specs, and auditing contract compliance.
  • Financial management: tracking operational budgets, analyzing expenditures, and auditing purchase orders.
  • Technical communication: reviewing and approving complex blueprints, construction documents, and engineering specifications.
  • Strategic collaboration: partner with administrative leadership to align future facility modifications with organizational goals.
  • Conflict resolution: address staff behavioral or performance problems and manage leave and scheduling requests equitably.
  • Stakeholder relations: represent the facility professionally during high-level meetings with State, county, and local agencies.
  • Operational continuity: protect the core mission of the facility from disruptions during active construction projects.
  • Cross-agency liaison: act as an effective intermediary between facility staff and the Bureau of Information and Telecommunications.
  • Resource optimization: maintain continuous availability of operational supplies and equipment under budget constraints.

Pay

$70,672.54–$83,144.16 annually, depending on qualifications.
