Facilities Management Project Engineer (Aтырау 18/01/2021)

About the role

Support reshuffling and relocation projects, including those within the EW area with construction and modifications (e.g., accommodation block construction, greenery projects, major reshuffling, and staff relocation projects).

Responsibilities

• Work closely with the FM Project Coordinator to prepare a final technical package of tender documentation (e.g., scope of work, technical specifications, list of deficiencies) and further offer to the Contract Board.
• Prepare definition and substantiation of project descriptions and other necessary documentation before the tender process.
• Collaborate with HSE to analyze and manage operational risks, assess project self-sustainability, and conduct feasibility studies.
• Provide advice and support relevant to International and RoK standards, acting as a local center of expertise for technical advice and analytical problem-solving in construction industry standards and practices.
• Ensure compliance with PSA/JOA commitments and current RoK legislation.
• Assist in implementing and coordinating effective quality assurance practices for facilities management services.
• Ensure FM and PM assurance and quality control practices monitor and support compliance with requirements.
• Maintain awareness of FM and PM business and process controls frameworks.
• Engage in proper communication with internal and external stakeholders to promote, educate, and facilitate desired outcomes, including preparing presentations, providing training, conducting ‘toolbox’ talks, and generating reports for FM performance and KPI statistics.
• Maintain knowledge of current regulations, laws, standards, policies, and procedures applicable to FM service delivery.
• Maintain and enforce an inclusive and effective Facilities Management governance framework to meet business requirements and deliver value to the Company through FM services—safely, reliably, cost-effectively, and in line with recognized best practices and international industry standards.
• Assist in developing plans, guidelines, and process documentation as needed.
• Perform all other reasonable duties as directed by the General Services Manager.

Requirements

• Master’s degree or university degree in engineering, construction, Facilities Management, or a closely related field.
• At least 3-5 years’ experience relevant to the range of responsibilities allocated to the post.
• Experience working for a major International Oil Company or an International Oil Company service contractor.
• Experience in a senior role.

Preferred Qualifications

• More than 2 years’ experience directly related to the specified job accountabilities.
• 1 or more years in a senior supervisory position.
• Competency with all aspects of the Company HSE process and office safety procedures.
• Knowledge of Human Resources / Labour code requirements / personnel management.

Skills

• Ability to coordinate diverse activities and meet tight deadlines.
• Ability to work in a geographically separated team.
• Strong and personally committed QA/QC and HSE awareness, with knowledge of quality and HSE management methods.
• Good communication skills and ability to work in a multi-national “team environment.”
• Computer literate in Microsoft Office (Outlook, Excel, Word) and associated applications.
• Good planning and organizational skills.

Schedule

Atyrau 5/2 (5 days on, 2 days off).
