About the role
The Beaufort, South Carolina Housing Authority (BHA) seeks an Executive Director to lead its operations. BHA was established in 1968 to provide federally subsidized housing and housing assistance to low-income families within Beaufort County, South Carolina.
Responsibilities
- Advising the Board of Commissioners on housing and social service programs and the development and implementation of policies and programs required to carry out organizational initiatives.
- Overseeing daily operations, addressing performance issues, ensuring compliance with governing rules and regulations, and maintaining effective relationships with federal, state, and local officials.
- Overseeing all accounting functions for the BHA including any grant-funded programs; ensuring the accuracy of program budgets and the proper allocation of all funds.
- Developing and implementing policies and procedures for all BHA operations and ensuring that all employees follow established operational policies and procedures.
- Overseeing the development and implementation of BHA's five-year plan and ensuring the timely submission to HUD.
- Preparing monthly activity reports and bringing items requiring Board action to the Board's attention at regularly scheduled Board meetings and requesting special Board meetings as required.
- Representing BHA and maintaining effective relationships with regulatory agencies, local officials, media representatives, and community-based organizations.
- Serving as Secretary to the Board of Commissioners, taking minutes of Board meetings, and preparing and posting public meeting agendas for the Board of Commissioners in compliance with the Freedom of Information Act.
- Maintaining communications with resident organizations and periodically attending meetings and functions upon request.
- Ensuring proper maintenance and updating of all utility allowances.
- Overseeing all procurement activities subject to the provisions of Federal, State, and local laws and formally adopted Board procurement policies.
- Establishing goals and objectives for BHA staff in an effort to meet and exceed the provisions set forth under PHAS for a "High Performing" Public Housing Authority.
- Ensuring timely preparation and submission of all required reports to HUD (MASS, FASS, etc.) in accordance with established reporting guidelines, deadlines, and procedures.
- Attending relevant public meetings, hearings, and conferences and handling other public functions as required.
Requirements
- Graduation from an accredited four-year college or university with a Bachelor’s Degree in Business Administration, Public Administration, Financial Management, Social Work, or closely related field supplemented with additional coursework and experience in business and/or public administration.
- Extensive knowledge and experience in financial management and program administration (preferably in Federally assisted housing programs).
- Thorough supervisory experience.
- Significant experience writing and administering grant-funded initiatives.
- Excellent organizational, interpersonal, and decision-making skills.
- Dedicated attention to detail.
- Possession of a valid South Carolina Driver’s License and the ability to be insured at standard vehicle liability rates.
- Must have a Public Housing Manager (PHM) certification or obtain the certification within twelve months of employment.

$100,000 to $150,000 (subject to upward adjustment dependent on education and experience).
