This position is responsible for backchecking the work of subordinates who conduct audit of documentation associated with monthly construction contractor payments. This position also uses knowledge of LADOTD systems and processes to troubleshoot funding and payment issues.

Job Duties
- Provides supervision of monthly construction contractor payment processes.
- Ensures payments have all supporting documentation, do not exceed approved quantities, have sufficient funding, and are paid with appropriate funds.
- Coincides with budget when there are issues with funding.
- Recommends personnel actions such as hiring, firing, disciplinary action, etc.
- Tracks performance and reports to section administration, as well as provides feedback to subordinate personnel.
- Trains and develops subordinate personnel to perform all functions of the partial estimate group, including setup of projects in Site Manager/Head Light, setup of funding in LAGOV, reviewing and processing monthly partial estimates for statewide projects, transfer of projects from active status to final audit status.
- Provide feedback to contractors, LPA personnel, CEI, and district project engineers related to the status of construction contract monthly payments and the overall status of projects, particularly payments on projects.
- Aid in the development of processes that improve the efficiency and transparency of contractor payments.
Qualifications
- Possession of a high school diploma or GED plus five years of sub-professional engineering experience; OR
- Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus five years of sub-professional engineering experience; OR
- Thirty semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR
- A bachelor's degree in engineering, engineering technology, construction management or construction technology.
