Engineer I/II/III - $1000 Sign - on incentive
Orange County Government’s Utilities Field Services Division delivers water, wastewater, and reclaimed water services to residents and visitors of Orange County, Florida. The Division maintains over 4,900 miles of pipelines, 12,000 fire hydrants, and 885 wastewater pump stations, ensuring reliable infrastructure through inspection, testing, regulatory compliance, and maintenance.
About the role
The Field Services Engineering Group applies engineering principles and data-driven analysis to enhance utility operations and infrastructure reliability. This position supports forensic investigations of infrastructure failures, sanitary sewer overflow (SSO) reporting, condition assessments, asset management, hydraulic analysis, and construction plan reviews. The role contributes to identifying, developing, and prioritizing Capital Improvement Program (CIP) projects from an operational perspective, offering experience in utility operations, regulatory compliance, and capital improvement planning.
Responsibilities
- Serve as a core member of the Division’s leadership team supporting the Division Manager.
- Respond to and report sanitary sewer overflows (SSOs): gather details from field personnel, prepare regulatory reports, and support recovery efforts.
- Evaluate root causes of SSOs, track trends, and prepare quarterly and annual reports for management.
- Uphold SSO procedures, provide training, and support staff in SSO response.
- Review water infrastructure failures and maintain a database for renewal and replacement (R/R) prioritization.
- Participate in flushing program planning and tracking activities.
- Perform pump station (lift station) condition assessments using field data, photos, and records (SCADA, hydraulic data, maintenance logs, lifecycle information).
- Coordinate with field personnel to track assessment results and identify R/R needs.
- Review pump curves, system curves, and Master Plan hydraulic data; consolidate data during startup/acceptance of new pump stations.
- Develop and improve asset management processes using GIS, Maximo, SCADA, Power BI, SQL databases, and other engineering software.
- Evaluate, interpret, and apply specifications, regulations, and agreements.
- Lead one-of-a-kind projects to implement new procedures, enhance operational practices, or support preventative/corrective maintenance.
- Perform other related duties as assigned.
Requirements
- Bachelor’s degree in Engineering from an accredited college or university.
- Engineer I: Bachelor’s degree in Engineering (no experience required).
- Engineer II: Bachelor’s degree in Engineering and one (1) year of utilities engineering experience.
- Engineer III: Bachelor’s degree in Engineering and four (4) years of utilities engineering experience.
- Must possess or obtain a Professional Engineer license from the Florida State Board of Professional Engineers within six (6) months of hire.
Preferences
- Experience in water and wastewater collection and transmission system design and hydraulic modeling.
- Proficiency in Microsoft Excel and Power BI.
Pay
- Pay Grade 016 (Engineer I): $26.94 – $35.03 per hour.
- Pay Grade 018 (Engineer II): $31.30 – $40.70 per hour.
- Pay Grade 021 (Engineer III): $39.21 – $50.97 per hour.
FLSA Status: Exempt. Placement based on education and experience. This position may be eligible for a sign-on incentive (current County employees are not eligible).
Schedule
40 hours per week, Monday – Friday. Work hours may vary: 7:00 AM – 4:00 PM, 7:30 AM – 4:30 PM, or 8:00 AM – 5:00 PM.
