Engineering Inspector I/II - $1000 Sign - on Incentive

About the role

The Field Services Division is hiring multiple Engineering Inspector I/II positions to perform technical inspections of Utilities infrastructure projects under field conditions. Inspectors ensure contractor work complies with contract documents, design plans, specifications, and regulations. Assignments may include multimillion-dollar pipeline projects, pump stations, water/wastewater treatment plants, subdivision rehabilitation, and new residential or commercial development. Inspectors serve as the Residential Project Representative (RPR) and sole point of contact for assigned projects, coordinating with contractors, engineers, and other county departments.

Responsibilities

• Perform skilled technical inspections of utilities construction projects, including sewer, water, and solid-waste systems.
• Read and interpret design plans and specifications; make field changes that do not alter project scope or cost.
• Schedule, observe, and approve contractor materials, installation, and verification testing, including coordination of laboratory or onsite field testing.
• Prepare and maintain daily reports, photographic records, and red-line drawings to document deviations, conflicts, changes, and clarifications.
• Maintain electronic and physical filing systems for project documentation, including shop drawings, submittals, RFIs, noncompliance notices, change orders, pay applications, and testing logs.
• Supervise or perform inspection functions in the absence of the assigned supervisor.
• Communicate with contractors and developers to ensure projects meet Orange County Standards and support immediate field-issue resolution.
• Act as an essential First Responder during emergencies, as mandated by Florida Statute 403.865.

Requirements

• Must possess and maintain a valid driver’s license; obtain a Florida driver’s license by date of hire.
• High school diploma or equivalent.
• For Engineering Inspector I: two years of engineering or construction experience, or an equivalent combination of education and experience.
• For Engineering Inspector II: four years of engineering or construction experience, or an equivalent combination of education and experience.
• Must satisfactorily complete the Contractor’s Underground Utility Examination for Inspectors within two years (Inspector I) or six months (Inspector II) of hire.
• Excellent oral and written communication skills; ability to interpret and explain standards and codes to the public.

Preferences

• Inspection experience in utilities, roadways (concrete/asphalt), electrical, plumbing, or geotechnical fields.
• Experience reading and interpreting plans and specifications for infrastructure projects.
• Experience working with contractors in the field.

Pay

• Engineering Inspector I: $21.51 – $27.96 per hour (Pay Grade 013).
• Engineering Inspector II: $23.19 – $30.14 per hour (Pay Grade 014).
• Non-exempt (eligible for overtime).
• Placement based on education and experience.
• May qualify for a sign-on incentive.

Schedule

• 40 hours per week.
• Monday – Friday, 7:00 AM – 4:00 PM.
