About the role

The Employment Development Department (EDD) is one of the largest State departments with employees at hundreds of service locations. For more than 70 years, EDD has connected millions of job seekers and employers to build California’s economy. This role is part of the Disabled Veterans' Outreach Program (DVOP), providing individualized career and training-related services to veterans and eligible persons with significant barriers to employment through case management processes.

Under general supervision, the DVOP specialist will perform duties mandated in U.S.C. Title 38, chapters 41 and 42, focusing on veterans who are economically or educationally disadvantaged. The role involves collaboration with America's Job Center of California staff to deliver intensive services to eligible veterans and clients, helping them achieve their employment goals. Overnight travel may be required.

This position is located at 4354 Tweedy Blvd., South Gate, CA 90280. The office follows safety guidance from the California Department of Public Health (CDPH) and the Center for Disease Control (CDC). The role requires in-person workload, though some telework may be available.

Responsibilities

  • Provide individualized career and training-related services to veterans and eligible persons with significant barriers to employment through case management.
  • Promote EDD, Jobs for Veterans State Grants (JVSG), and Workforce Services (WS) programs, emphasizing services for economically or educationally disadvantaged veterans.
  • Deliver intensive services to veterans and eligible clients as described in Veterans Program Letters (VPLs) and Training and Employment Guidance Letters (TEGLs).
  • Collaborate with America's Job Center of California staff to provide staff-assisted and intensive services to help clients achieve employment goals.
  • Translate military jargon into civilian terms to assist veterans in transitioning to the workforce.

Requirements

  • Must be a qualified Veteran or eligible spouse (as defined in Title 38, United States Code, Section 4101).
  • Submit a completed and signed STD 678 form and a copy of DD214 (Certificate of Release or Discharge from Active Duty).
  • Pass a background check.
  • Include college transcripts and/or a copy of diploma with the application.
  • Obtain list eligibility by taking and passing the Employment Program Representative examination (unless already eligible).

Qualifications

A Statement of Qualifications (SOQ) is required. Applicants must demonstrate how they meet the minimum qualifications listed in the classification specification.

Pay

  • Range A: $4,055.00 - $4,837.00 per month
  • Range B: $4,390.00 - $5,495.00 per month
  • Range C: $5,041.00 - $6,310.00 per month

New to State candidates will be hired into the minimum salary of the classification or the minimum of the alternate range when applicable.

Effective July 1, 2025, specific bargaining units and associated excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025).

Schedule

  • Full-time, permanent position.
  • Work Shift: 8:00 AM - 5:00 PM
  • Work Week: Monday - Friday
  • Telework: Primarily in-office with some telework availability.
