Emergency Management Coordinator II
System-Level Emergency Management Program Support
Supports the planning, implementation, and continuous improvement of emergency management programs across A&M System member institutions by providing guidance, coordination, and technical assistance aligned with federal, state, and A&M System requirements.
Captures and coordinates triennial safety and security audits.
System Offices Emergency Operations Planning
Carefully coordinates and ensures completion of the maintenance and update of System Emergency Operations Plans (EOP), including the System Offices EOP, building emergency action plans and procedures, and other emergency management program pieces according to System Policy and industry best practices.
Maintains awareness of emerging threats and incidents and provides situational analysis and recommendations to ESS leadership during emergencies.
Business Continuity and Continuity of Operations
Supports A&M System-level business continuity planning, including support of A&M System member maintenance of institutional continuity annexes.
Guides departments through plan development and updates, tracks compliance with review schedules, and prepares reports on program status and readiness.
Training, Education, and Outreach
Designs, develops, and delivers emergency preparedness and continuity trainings for System Offices personnel and A&M System members; creates instructional and online training materials; coordinates training calendars and develops exercises; and supports preparedness outreach initiatives that promote resilience across the A&M System.
Aids in the design, facilitation, and evaluation of emergency management and continuity exercises at the A&M System member and System Offices levels.
Supports after-action reviews of incidents, events, and exercises; and assists with the development and tracking of after-action and improvement plans.
Interagency and System Coordination
Represents A&M System in emergency management meetings with local, regional, state, and federal partners; coordinates interjurisdictional planning and response activities; and maintains effective working relationships with A&M System members, regulatory agencies, and external stakeholders.
Planning, Assessment, and Best Practices
Researches and evaluates best practices, regulatory requirements, and emerging risks related to emergency management and business continuity; develops recommendations to enhance A&M System-wide preparedness, mitigation, response, and recovery capabilities.
Education And Experience
- Bachelor’s degree or equivalent amount of experience and professional Emergency Manager Certification(s) or successful completion of Texas Emergency Management Academy Program.
- Five years of experience in emergency management or public administration-related field.
- Certificate of completion for IS-100c Introduction to Incident Command, IS-200c Basic Incident Command System for Initial Response, IS-700b An Introduction to the National Incident Management System, IS-800d National Response Framework- An Introduction, and IS-120.C: An Introduction to Exercises.
Knowledge, Skills And Abilities
- Working knowledge of emergency management rules, regulations, and standards.
- In-depth knowledge and understanding of federal, state, local and higher education regulations and guidelines (i.e., NRF, NIMS, HSEEP, Clery Act).
- Strong technical and quantitative aptitude with the ability to understand business models and identify/quantify operational risk.
- Superior emergency planning, organization, written and verbal communication, and presentation skills are a must.
- Ability to multi-task and work cooperatively with others.
- Detail oriented and able to remain calm and poised under pressure and remain focused when working with time constraints.
- High proficiency in Microsoft Office suite products.
Preferred Qualifications
- Master’s degree in emergency management, public administration, or a related field.
- Three years of related work experience at a public institution of higher education in Texas.
- Advanced National Incident Management System Certifications.
- FEMA Level 1- Professional Continuity Practitioner Certification.
- FEMA Professional Development Series Certification FEMA Master Exercise Practitioner Certification.
- Knowledge of Ever bridge emergency notification platform.
