About the Role

Serves as a professional engineer and technical authority in making engineering decisions for the proper selection, test/evaluation, and quality control of basic to complex electronic devices, assemblies, and sub-assemblies for an assigned Functional Supply Class. Duties are performed in a developmental capacity at the GS-07/09 or GS-11 levels.

Responsibilities

  • Determines failure criteria, detailed procedures, and resources necessary to conduct requested test methods on basic to very complex electronic devices using provided test documentation.
  • Determines personnel, instrumentation, and facilities required, making engineering compromises to secure valid test results economically and efficiently.
  • Devises complex test equipment setups using Automated Test Equipment (ATE), stand-alone test instruments, or computer-controlled and associated peripheral equipment.
  • Performs tests using theoretically proven and empirical methods, interpreting results from tabulated data, computer printouts, and spreadsheets.
  • Writes test programs for ATE or computer-controlled test setups, determining the most efficient programming language for the system.
  • Serves as a national/international authority on reliability and quality assurance testing provisions.
  • GS-07 Level:
    • Analyzes inquiries to determine feasibility of electronic testing and laboratory test equipment.
    • Demonstrates awareness of typical electronic test equipment (e.g., voltmeter, ammeter, oscilloscope) under senior engineer oversight.
    • Completes assignments following specific instructions and procedures.
    • Refers problem situations to authorities for resolution.
  • GS-09 Level:
    • Assists in writing test programs for computer-controlled ATE.
    • Assists in designing and developing electrical test circuits and fixtures.
    • Assists in testing electronic devices, sub-assemblies, and assemblies.
    • Employs computer-controlled, state-of-the-art electronic test systems.
  • GS-11 Level:
    • Prepares test programs for computer-controlled ATE.
    • Designs and develops electrical test circuits and fixtures.
    • Sets up testing for electronic devices, sub-assemblies, and assemblies.
    • Employs computer-controlled, state-of-the-art electronic test systems.
  • GS-12 Level:
    • Writes test programs for computer-controlled ATE.
    • Designs and develops electrical test circuits and fixtures.
    • Tests electronic devices, sub-assemblies, and assemblies.
    • Employs computer-controlled, state-of-the-art electronic test systems.

Requirements

  • Must be a U.S. citizen.
  • Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks may result in removal.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Selectees must have a REAL ID or acceptable identification for access to federal facilities.
  • Defense Acquisition Workforce position; must complete DoD certification and other requirements.

Qualifications

Basic Education Requirements

  • Degree: Professional engineering from a school with at least one ABET-accredited curriculum, or a curriculum including differential and integral calculus plus advanced courses in five of the following seven areas:
    • Statics, dynamics
    • Strength of materials (stress-strain relationships)
    • Fluid mechanics, hydraulics
    • Thermodynamics
    • Electrical fields and circuits
    • Nature and properties of materials
    • Optics, heat transfer, soil mechanics, or electronics
  • Combination of education and experience: College-level education, training, or technical experience demonstrating:
    • Thorough knowledge of physical and mathematical sciences underlying professional engineering.
    • Good understanding of engineering sciences, techniques, and their applications.
    Demonstrated by one of the following:
    • Professional registration as a professional engineer.
    • Passing the Engineer-in-Training (EIT) examination or written test for professional registration.
    • Completion of at least 60 semester hours in physical, mathematical, and engineering sciences.
    • Bachelor’s degree in engineering technology or a related field (e.g., physics, chemistry, computer science) with at least 1 year of professional engineering experience.

Specialized Experience

One year of specialized experience equivalent to the following GS levels:

  • GS-09: GS-07 level experience.
  • GS-11: GS-09 level experience.
  • GS-12: GS-11 level experience.

Education Substitution

Education must be from an accredited institution. Transcripts are required if using education to qualify.

  • GS-07: One year of graduate-level education, superior academic achievement, or a 5-year program of at least 160 semester hours in engineering.
  • GS-09: Two years of progressively higher-level graduate education leading to a master’s degree or equivalent.
  • GS-11: Three years of progressively higher-level graduate education leading to a Ph.D. or equivalent.
  • GS-12: Education cannot substitute for specialized experience.
  • Combination: Post-high school education and experience may be combined for GS-07, GS-09, and GS-11.
