About the role
The position is not part of the classified personnel system and applications will be accepted from Residents and Non-Residents of Colorado. The incumbent must live in and complete work for CDE within Colorado.
Responsibilities
- Creates, implements, and leads all Educator Talent grant programs through development efforts, including grant application development and administration, initial reviews, technical support, process improvement, ongoing technical assistance, and all communications to grantees.
- Distributes funds directly to grantees and provides any technical assistance regarding program questions.
- Ledges and facilitates rule development and revision in conjunction with supervisor and division leadership as needed for grant and corresponding efforts in the Educator Talent division.
- Develops evaluation plans as determined by statute and in conjunction with the Director of Educator Talent Research and Impact.
- Creates consistent grants program evaluation processes, conducts evaluation, and creates legislatively mandated reports and presentations, which include grant implementation, findings, promising practices, program improvements, and recommendations to the State Board to either extend or revoke grants for the upcoming year.
- Works with the other Educator Talent offices to integrate retention and recruitment grants within existing programs, monitors implementation, and impact of grant programs, fosters relationships, and makes connections between grantees, districts/BOCES and/or Colorado educator preparation agencies.
- Provides technical assistance to all grantees for application and administration.
- Makes formal and informal presentations about the grant program, promising practices and lessons learned upon request.
- Manages the procurement process of pre-bid educational materials for assigned contracts, which may include, is not limited to, defining the scope of work and related information necessary for purchase orders, documented quotes (DQ), request for information (RFI), and request for proposals (RFP), which includes all aspects of contract management, including renewals, amendments, and contract negotiations.
- Develops project budgets, schedules, work plans, and cost estimates/projections as assigned in order to identify cost savings, administers, and monitors contracts, including contract negotiation and preparation of contract recommendations, and monitors projects for conformance to approved plans and contract specifications.
- Develops and creates training materials and resources, as well as delivers formal and informal training to instruct internal and external stakeholders on policies and procedures to ensure consistency throughout the Division.
- Ensures timely and accurate communication of office initiatives and opportunities for internal and external stakeholders by developing and implementing a comprehensive communication plan, as appropriate, for ongoing and new initiatives.
Requirements
- At least nine (9) years of professional experience in federal and/or state grant programs and/or equivalent organizational experience related to K-12 education or equivalent experience.
- A bachelor's degree from an accredited college or university in education, public policy, or other related area, or a combination of education and experience totaling nine (9) years.
- Three (3) or more years of teaching/leadership experience, or the equivalent in the P-12 arena at the state or district level.
- Five (5) years demonstrated experience in large-scale (over $3 million) grant budget management.
- Program evaluation knowledge and/or experience.
- Strong communication, outreach, and technical support experiences with schools, districts, or state education agencies.
- Knowledge of trends and best practices in the area of teacher recruitment and retention.
- Strong written and verbal communication skills.
- Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
- Demonstrated ability to effectively balance quality of work and productivity expectations.
- Demonstrated ability to effectively collaborate with internal and external customers (e.g. school districts, other CDE units).
- Demonstrated ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.
- Demonstrated ability to take initiative and exhibit a proactive approach to work.
- Demonstrated ability to identify problems and recommend solutions prior to the standard being jeopardized.
- Demonstrated ability to work independently, as well as on a team.
