Job Summary

The Economic Support Specialist assists in addressing public needs and works with clients applying for Healthcare/FoodShare/Childcare. The position determines if clients are eligible for benefits and also provides assistance to long-term care applicants. The Specialist also refers clients to other county/statewide programs.

Essential Functions and Responsibilities

  • 50% Call Center:

    • Receives calls from a five-county consortium for applications, renewals, interviews, changes.
    • Provides program/budget explanations, referrals.
    • Engages in conflict resolutions, document processing.
    • Queries and monitors state databases.
  • 40% Determine Eligibility:

    • Process cases in a time-sensitive manner.
    • Verifies due dates.
    • Maintains Dashboard.
    • Processes documents (applications, renewals, six-month report, changes).
    • Queries and monitors state databases.
    • Uses mainframe, state wage match, Child support database.
  • 8% Policy/Procedures/Training:

    • Research and reviews policy/procedures for each program.
  • 2% Outside Resources:

    • Engages outside sources calling in for clients or questions regarding benefits.
    • Affords assistance to clients with outside sources for assistance (Forward Health, housing programs, legal services, state agencies).

Minimum Education Qualifications

  • Education and/or Experience Requirements:
    • An Associate’s Degree required.
    • One to two years of post-secondary education in related areas such as finance, human services, law, and bilingual is desirable.
  • Upon hire, they must attend and complete state sponsored training complying with the requirements of Wis admin code DHS 254.03.
  • Maintain competencies in all areas of economic support.

Minimum Knowledge, Skills, and Abilities Qualifications

  • Good oral and written communication skills.

  • Excellent reading and oral comprehension skills.

  • Multi-tasking ability; good math skills.

  • Excellent reasoning and critical thinking ability; and keyboarding skills are required.

  • Knowledge of community resources and services.

  • Knowledge of various types of real and personal property.

  • Excellent customer service skills.

  • Knowledge of care issues and costs associated with medical and nursing home care.

  • Case management skills.

  • Internet, email, and Microsoft Office, excel, and database skills are highly desired.

Physical Requirements

  • Prolonged periods of sitting and working on a computer.
  • Periodic periods of standing or walking.
