DWM Civil Engineering Manager II (Office of Engineering Services)

About the Role

The Civil Engineering Manager II will take responsibility for technical engineering support of Office of Water Treatment and Reclamation (OWTR) operations and maintenance staff. This position reports to the OES Deputy Commissioner and coordinates closely with OES project managers and various OWTR Facility Managers. The role manages professional and technical engineering projects, including engineering design and review, standards, survey work, inspections, and other project components.

This position oversees major capital improvement project design, designs linear infrastructure, prepares construction plans for contractors, and provides solutions for short-term and long-term water, wastewater, and stormwater issues to maintain the City of Atlanta’s infrastructure. It supports Planning & Development operations by delivering data in formats and applications that aid critical planning, engineering, and decision-making activities across the enterprise.

This is a highly experienced professional role that routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in specific engineering areas.

Responsibilities

• Reviews, monitors, and evaluates operational and maintenance activities at OWTR facilities and coordinates with OWTR managers to provide technical support, including troubleshooting mechanical, electrical, and automation problems.
• Develops scope of work for OWTR facilities to address operational and maintenance issues.
• Assists in identifying improvements to OWTR facilities to enhance plant efficiency and reliability, reduce energy consumption, and facilitate compliance with permits.
• Participates in DWM’s project teams to provide input and review of consultants’ design documents for OWTR facility rehabilitation, repair, and upgrades.
• Attends design review meetings and reviews comprehensive plans to enable project teams to deliver objectives.
• Participates in the start-up of new and upgraded facilities.
• Monitors and controls project efforts by reviewing work results and comparing them to planned outcomes, identifying variances, and directing corrective actions.
• Directs project execution to synchronize tasks, minimize delays, and enhance deliverable cohesion and quality.
• Evaluates and establishes departmental performance metrics and validates data accuracy.
• Supervises staff, encourages staff development, and builds teams for specific project needs.
• Manages progress meetings to review ongoing projects and coordinates with OWTR Facilities Managers, Public Information Manager, Safety Officer, Project Controls/Schedule Manager, Permit Coordinator, and Land Acquisition team.
• Provides work group leadership, guidance, and training to less experienced staff.

Requirements

• Bachelor’s degree in civil engineering, mechanical engineering, electrical engineering, environmental systems engineering, or equivalent education.
• 8-10 years of related experience, including supervisory experience.
• Professional Engineer (P.E.) license required.

Preferred Qualifications

• Master’s degree in civil engineering, mechanical engineering, electrical engineering, environmental systems engineering, or equivalent education.
• 10-15 years of related experience, including supervisory experience.

Skills
